Senate Resolution No. 782

COMMENDING Madison Alcock upon the occasion of her
designation as recipient of a Liberty Medal, the
highest honor bestowed upon an individual by the New
York State Senate

WHEREAS, It is the sense of this Legislative Body to recognize and
commend the caring concern and heroic acts of individuals who take
prompt and appropriate action in emergency situations, nobly risking
their own lives in an effort to preserve the life of another; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Madison Alcock upon the occasion of her designation as recipient
of a Liberty Medal, the highest honor bestowed upon an individual by the
New York State Senate; and

WHEREAS, The New York State Senate Liberty Medal was established by
Resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and

WHEREAS, On Saturday, March 20, 2021, 16-year-old Madison Alcock was
babysitting for a little girl who was almost three years-old and her
little brother who was six months old; she has been babysitting for
these children for two years; and

WHEREAS, Madison Alcock put the baby to bed before putting the
little girl down for the night; the baby started to cry, so she went in
to his room and brought him out to the living room and was holding him,
trying to calm him down; and

WHEREAS, The infant started "scream crying" and getting more upset;
Madison was still holding him and rocking him when he suddenly stopped
crying; at first, she thought he cried himself to sleep but she thought
something did not seem right and when she looked down at him, he was
turning blue; and

WHEREAS, Responding without hesitation, Madison Alcock put the baby
on the floor and began CPR; she then told her phone (Siri) to dial 911;
she continued CPR while giving the 911 operator her information about
what was happening as well as her location; and

WHEREAS, Due to her quick and astute actions, the baby was revived
before the first responders arrived; and

WHEREAS, The infant was taken to Upstate Golisano Children's
Hospital where the ER staff told the mother her young babysitter made
all the difference during the traumatic life or death situation;
currently, the baby is being tested for a genetic heart conditions that
went undetected until now; and

WHEREAS, Madison Alcock, who is a Junior at Cicero-North Syracuse
High School, took the Red Cross babysitting course two years ago before

babysitting for this family; she also completed a first aid class at
school that taught CPR to better care for her clients; and

WHEREAS, Madison Alcock, in her spontaneous and heroic act, has so
aptly demonstrated her character and compassion for the welfare of
others, personifying, by virtue of her action, the collective concern of
ordinary citizens across the community of New York State who voluntarily
respond without thought of danger or reward when others are in need of
help; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Madison Alcock upon the occasion of her designation as recipient
of a Liberty Medal, the highest honor bestowed upon an individual by the
New York State Senate; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Madison Alcock.
