CONGRATULATING Joseph Timpano upon the occasion of
his retirement after 25 years of dedicated service
as Oneida County Comptroller

WHEREAS, It is the sense of this Legislative Body to recognize and
honor those distinguished citizens of this great Empire State who have
devoted themselves to faithfully serving the best interests of their
community and the needs of its residents; and

WHEREAS, Attendant to such concern and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
congratulate Joseph Timpano upon the occasion of his retirement after 25
years of dedicated service as Oneida County Comptroller; and

WHEREAS, For more than two decades, Joseph Timpano gave tirelessly
of his time and energies as a steadfast public servant to the citizens
of Oneida County, providing his beloved community with exceptional
counsel and leadership; and

WHEREAS, Oneida County Comptroller Joseph Timpano has served six
four-year terms, beginning with his appointment in 1998 and election in
1999; he is the longest-serving comptroller in county history, and is
the county's 16th elected comptroller since 1911; and

WHEREAS, Throughout his illustrious tenure, Joseph Timpano has done
much to improve the county's finances, protect county taxpayers, and
increase the efficiency of the county comptroller's office, including
refunding $92.3 million of existing debt, resulting in cash savings of
$6.2 million in lower principal and interest costs; and

WHEREAS, Joseph Timpano was also instrumental in establishing Oneida
County as the first municipality in New York State to issue Build
America Bonds and Recovery Zone Economic Development Bonds, resulting in
$4.9 million of cash subsidies from the federal government to defray
interest expense; and

WHEREAS, Under Joseph Timpano's leadership, the county has
maintained an A category credit rating from all three nationally
recognized bond rating firms, including upgrades on four separate
occasions: A2 with Moody's in 2001; A+ with S&P in 2008; AA- with S&P in
2014 and AA with Fitch in 2016; and

WHEREAS, Furthermore, Timpano's office has closed 237 capital
projects and has used $5.9 million in leftover funds to pay down debt
and to decrease the tax burden for county residents; and

WHEREAS, Joseph Timpano has represented the people of Oneida County
with honesty, hard work and integrity for a quarter of a century; his
vast knowledge and skill have helped to solidify the county's finances,
increased the efficiency of the comptroller's office, and tremendously
benefited the community and its residents; and

WHEREAS, Furthermore, for the past 25 years, Joseph Timpano has
rendered faithful, conscientious, and valuable service to Oneida County,
truly earning the admiration, affection, and esteem of his colleagues;
and

WHEREAS, Rare indeed is the occurrence of such a compassionate
blending of strength, leadership, intellect, and commitment as that
demonstrated by Joseph Timpano over a lifetime of sacrifice and
dedication to others; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Joseph Timpano upon the occasion of his retirement, and to
wish him continued success in all his future endeavors; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Joseph Timpano.
