CONGRATULATING Ousmane Duncanson upon the occasion
of winning a New York State Public High School
Athletic Association Division II Wrestling
Championship Title

WHEREAS, Individual and team championships are highly sought after
in high school sports; this Legislative Body commends rare athletic
achievements and pays special recognition to those who pursue such
excellence and become examples for the youth of this great Empire State;
and

WHEREAS, Athletic competition helps to enhance both the moral and
physical development of young athletes, preparing them for the future by
instilling in them the importance of teamwork, encouraging a standard of
healthy living, and developing a sense of fair play and competition; and

WHEREAS, This Legislative Body is justly proud to congratulate
Ousmane Duncanson upon the occasion of winning a New York State Public
High School Athletic Association Division II Wrestling Championship
Title on February 23-24, 2024, at the MVP Arena in Albany, New York; and

WHEREAS, Ousmane Duncanson of Tioga High School won by fall over
Tavyn MacDonell of Bolivar-Richburg High School in four minutes and
twenty-two seconds (4:22) in the NYSPHSAA Division II Wrestling Finals;
and

WHEREAS, Entering the tournament as the top seed, Ousmane Duncanson
became the first-ever Tioga High School three-time New York State
Champion in the school's history, ending his high school career as the
winner of 91 consecutive matches and a flawless 34-0 record; and

WHEREAS, With this historic win, Ousmane Duncanson also became the
first Section IV wrestler to earn three New York State Championships in
his career since the feat was accomplished from 2018 to 2020; and

WHEREAS, Proudly donning the school's colors of blue and gold,
family, friends, and the community at large loyally and enthusiastically
supported the Tioga Tiger throughout his journey; and

WHEREAS, In a sport such as wrestling which demands athletic
prowess, endurance, strength, and mental focus, Head Coach Kristopher
Harrington and Assistant Coaches Jason Bellis, Ryan MacWhinnie, and
David Crow worked hard to hone the skills of this State Champion,
Ousmane Duncanson, teaching this outstanding athlete lessons which will
prove invaluable both on and off the mat; and

WHEREAS, Ousmane Duncanson has clearly utilized dedication,
determination, and teamwork in providing a lasting contribution to the
spirit of excellence which is a tradition of his school; now, therefore,
be it

RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Ousmane Duncanson upon the occasion of winning a New York

State Public High School Athletic Association Division II Wrestling
Championship Title; and be it further

RESOLVED, That copies of this Resolution, suitably engrossed, be
transmitted to Ousmane Duncanson, Head Coach Kristopher Harrington, and
Assistant Coaches Jason Bellis, Ryan MacWhinnie, and David Crow.
