HONORING John A. Bulgaro upon the occasion of his
retirement after 57 years of distinguished service
to Teamsters Local 294

WHEREAS, This Legislative Body seeks to acknowledge those
individuals whose professional lives and civic endeavors serve to
enhance the stature of the State of New York; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
John A. Bulgaro upon the occasion of his retirement after 57 years of
distinguished service to Teamsters Local 294, to be celebrated on
Thursday, March 23, 2023, with a dinner at the Crowne Plaza Albany - The
Desmond Hotel; and

WHEREAS, For the past 57 years, John A. Bulgaro rendered faithful,
conscientious, and valuable service to Teamsters Local 294; and

WHEREAS, John A. Bulgaro joined the Teamsters Local 294 when he went
to work for Motor Leasing, eventually becoming the Shop Steward; he
later quickly moved up the ranks, becoming a Business Agent in 1983,
then the Secretary-Treasurer in 1993, and finally, President in 1999,
the esteemed position from which he will retire; and

WHEREAS, In his capacity as President, John A. Bulgaro served with
loyalty, honor and distinction; and

WHEREAS, During his tenure, John A. Bulgaro successfully grew
Teamsters Local 294 from a $300,000 to a $5,000,000 organization; during
that same period, membership grew from 2,800 to nearly 6,000
individuals; and

WHEREAS, In his official acts, John A. Bulgaro was governed by a
keen sense of duty and always showed a unique grasp of human problems;
and

WHEREAS, John A. Bulgaro spearheaded development of the local
Drivers Training Program, securing funding for the truck and trailer for
a Program that now has over 600 students; and

WHEREAS, Truly caring about his community, John A. Bulgaro started
the Teamsters Care Program, which provides scholarships, assistance to
families in need, aid to the sick, help for victims of fires and other
tragedies, and numerous other charitable activities; and

WHEREAS, Giving of his time and expertise, John A. Bulgaro has also
served tirelessly on the NYS Teamsters Health and Hospital Fund, the
Local 294 Health and Hospital Fund, the NYS Teamsters Pension Fund, and
the Upstate Bakery and Drivers Industry Pension Fund; and

WHEREAS, John A. Bulgaro also holds, today, several key positions in
New York State labor leadership; he has been elected by his peers to the
Presidency of the 15,000-member Joint Council 18, being the first and

only individual from Albany to serve in this prestigious role;
additionally, he currently serves as Vice-President of the New York
State AFL/CIO; and

WHEREAS, During his tenure with Teamsters Local 294, John A. Bulgaro
earned the admiration, esteem, and affection of his colleagues; now,
therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor John A. Bulgaro upon the occasion of his retirement after 57 years
of distinguished service; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to John A. Bulgaro.
