HONORING Commissioner Patrick J. Ryder upon the
occasion of his designation as recipient of a
Lincoln-King Visionary Award for his commitment and
service to his community

WHEREAS, Individuals who give of their time and energies and serve
the best interests of their communities are an asset beyond remuneration
and cannot be sufficiently extolled; and

WHEREAS, Commissioner Patrick J. Ryder has given not only of his
time and energies but also of his competence, intelligence and
leadership and consequently has been designated for special honor; and

WHEREAS, This Legislative Body is justly proud to honor Commissioner
Patrick J. Ryder upon the occasion of his designation as recipient of a
Lincoln-King Visionary Award for his commitment and service to his
community; he is to be honored at the Lincoln-King Visionary Awards Gala
on Saturday, March 4, 2023, in Mineola, New York; and

WHEREAS, Commissioner Patrick J. Ryder has been called upon to
contribute his time and talents to countless civic and charitable
endeavors and has always given of himself unstintingly; and

WHEREAS, Now Commissioner of Nassau County Police Department,
Patrick J. Ryder, started his career in law enforcement 39 years ago
with the New York City Police Department in January of 1984; he later
joined the Nassau County Police Department on July 18, 1986, and was
assigned to the 3rd Precinct; in 1989, he was assigned to the Bureau of
Special Operations; and

WHEREAS, Promoted to Sergeant in 1995, he was designated to the 5th
Precinct, 8th Squad, and the Asset Forfeiture Unit as the Deputy
Commanding Officer; and

WHEREAS, In 2008, he was designated the Commanding Officer of Asset
Forfeiture & Intelligence (AFI), where he proactively implemented
several life-saving programs and initiatives that helped ensure officer
and public safety; these initiatives brought crime in Nassau County to
historic lows, allowing residents to enjoy one of the lowest crime rates
in the United States; and

WHEREAS, Under the able leadership of Commissioner Patrick J. Ryder,
Nassau County was named the "Safest Community in America" by U.S. News
and World Report for the third year in a row; and

WHEREAS, Commissioner Patrick J. Ryder has a Master's degree in
Homeland Security and Management from Long Island University; and

WHEREAS, He previously served as an Adjunct Professor of Criminal
Justice and Intelligence-Led Policing at Nassau County Community
College, as well as taught at Dowling College until 2015; and

WHEREAS, Adept in his field, Commissioner Patrick J. Ryder currently
sits on the Advisory Board for Criminal Justice at SUNY Farmingdale and
has been a Counter-Terrorism Lecturer at the University of Maryland
Center for Health and Homeland Security; and

WHEREAS, Commissioner Patrick J. Ryder is a New York State Division
of Criminal Justice Services-Certified Law Enforcement Instructor, a New
York State Certified Crime and Intelligence Analyst, a Certified
Anti-Money Laundering Specialist, and has Top Secret clearance with the
FBI's New York Field Office; and

WHEREAS, He has also been deputized as an IRS Criminal Investigator,
and with his vast depth of law enforcement knowledge and implementation,
has trained members of law enforcement agencies from Egypt, Tajikistan,
Tunisia, South Africa, and Turkey; and

WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Commissioner Patrick J. Ryder has
stood constant in dignity, good grace, and humor; and

WHEREAS, With him throughout have been his wife, Jill, and their
three beloved children, Liam, Sean, and Meghan, all of whom feel
privileged to be a part of his life and rejoice in his achievements; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Commissioner Patrick J. Ryder
has displayed throughout his life; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Commissioner Patrick J. Ryder upon the occasion of his designation
as recipient of a Lincoln-King Visionary Award for his commitment and
service to his community; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Commissioner Patrick J. Ryder.
