celebrating the historic visit of the Honorable
Dr. Milton Ray Guevara, President of the
Constitutional Court of the Dominican Republic, to
the New York State Senate and Court of Appeals

WHEREAS, It is the custom of this Legislative Body to recognize that
the quality and character of life in the communities across New York
State are reflective of the concerned and dedicated efforts of those
individuals who would devote themselves to the welfare of the community
and its citizenry; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
celebrate the historic visit of the Honorable Dr. Milton Ray Guevara,
President of the Constitutional Court of the Dominican Republic, to the
New York State Senate and Court of Appeals on Monday, April 17, 2023;
and

WHEREAS, President Milton Ray Guevara's visit to the New York State
Senate will mark the first time a representative from the highest court
of the Dominican Republic to have done so; and

WHEREAS, The visit by President Milton Ray Guevara and the full body
of the Constitutional Court is an important milestone in establishing
fraternal relations between the highest courts of the Dominican Republic
and New York, and a testament to the commitment of President Guevara to
share the common values of democracy and respect for the Constitution in
both the Dominican Republic and New York; and

WHEREAS, During the historic visit, President Milton Ray Guevara
will offer the first conferences in the New York State Senate, open to
the public, highlighting the importance of constitutional respect,
collaboration, and the contributions of dual citizenship, a status held
by many New Yorkers; and

WHEREAS, President Milton Ray Guevara has previously organized a
series of conferences entitled "Constitution and Dominican Diaspora:
Advances and Challenges" in coordination with the Consulate General of
the Dominican Republic in New York, providing a forum for discussions on
the Constitution, Fundamental Rights, and Social Communication, and
emphasizing the importance of the educational work developed by the
Constitutional Court in training Dominicans living abroad and their
descendants on the content and scope of the Constitution and their
responsibilities as constituents in the United States, particularly in
the State of New York; and

WHEREAS, President Milton Ray Guevara has been a tireless fighter
for minority rights in New York, lecturing on constitutional law at
various universities and assisting community organizations and the
Dominican consulate with his knowledge of constitutional law and legal
procedures to help disadvantaged communities in New York with their
needs in the judicial system; and

WHEREAS, President Milton Ray Guevara has highlighted the importance
of democratic participation and the significant and exemplary democratic
advances of the State of New York, as well as the benefits that dual
citizenship has brought to Dominicans residing in New York; now,
therefore, be it

RESOLVED, That the New York State Senate celebrates the historic
visit of the Honorable Dr. Milton Ray Guevara, President of the
Constitutional Court of the Dominican Republic, to the New York State
Senate and Court of Appeals, and recognizes his exceptional
contributions to the New York Dominican diaspora through his educational
and advocacy work on constitutional law and minority rights, and extends
its gratitude for his efforts in promoting democratic participation and
collaboration between the Dominican Republic and the State of New York;
and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the Honorable Dr. Milton Ray Guevara, President of the
Constitutional Court of the Dominican Republic.
