establishing a plan setting forth an itemized
list of grantees for a certain appropriation for the
2023-24 state fiscal year for services and expenses
or reimbursement of expenses incurred by local
governments/agencies and/or not-for-profit service
providers or their employees providing community
public health programs and services, as required by
a plan setting forth an itemized list of grantees
with the amount to be received by each, or the
methodology for allocating such appropriation. Such
plan shall be subject to the approval of the
temporary president of the senate and the director
of the budget and thereafter shall be included in a
resolution calling for the expenditure of such
monies, which resolution must be approved by a
majority vote of all members elected to the senate
upon a roll call vote

RESOLVED, That pursuant to and as required by money appropriated
in section 1 of chapter 53 of the laws of 2023 which enacts the aid to
localities, local assistance account, for services and expenses or
reimbursement of expenses incurred by local governments/agencies
and/or not-for-profit service providers or their employees providing
community public health programs and services. Such funds shall be
apportioned pursuant to a plan setting forth an itemized list of
grantees with the amount to be received by each, or the methodology
for allocating such appropriation. Such plan shall be subject to the
approval of the temporary president of the senate and the director of
the budget and thereafter shall be included in a resolution calling
for the expenditure of such monies, which resolution must be approved
by a majority vote of all members elected to the senate upon a roll
call vote, in accordance with the following schedule:
