Senate Resolution No. 2694

Amending Senate Resolution R1401 of 2023
establishing a plan setting forth an itemized list
of grantees for a certain appropriation for the
2023-2024 state fiscal year for services and
expenses or reimbursement of expenses incurred by
local government agencies and/or not-for-profit
service providers or their employees providing
programs and services which include but are not
limited to, mental health services, addiction
treatment services, and support programs, crisis
intervention, behavioral health services, and
supports. Notwithstanding any provision of law to
the contrary, the amount appropriated herein may be
sub-allocated or transferred between other state
agencies as required by a plan setting forth an
itemized list of grantees with the amount to be
received by each, or the methodology for allocating
such appropriation. Such plan shall be subject to
the approval of the temporary president of the
senate and director of the division of the budget
and thereafter shall be included in a resolution
calling for the expenditure of such monies, which
resolution must be approved by a majority vote of
all members elected to the senate upon a roll call
vote
RESOLVED, That funds originally appropriated in 2023, pursuant to
section 53 of the laws of 2023 and reappropriated pursuant to section
1 of chapter 53 of the laws of 2024 which enacts the aid to
localities, local assistance account, for grants, services, services
and expenses or reimbursement of expenses incurred by local government
agencies and/or not-for-profit service providers or their employees
providing programs and services which include but are not limited to,
mental health services, addiction treatment services, and support
programs, crisis intervention, behavioral health services, and
supports. Notwithstanding any provision of law to the contrary, the
amount appropriated herein may be sub-allocated or transferred between
other state agencies. Such funds shall be apportioned pursuant to a
plan setting forth an itemized list of grantees with the amount to be
received by each, or the methodology for allocating such
appropriation. Such plan shall be subject to the approval of the
temporary president of the senate and director of the division of the
budget and thereafter shall be included in a resolution calling for
the expenditure of such monies, which resolution must be approved by a
majority vote of all members elected to the senate upon a roll call
vote in accordance with the following schedule which shall be added in
the schedule originally approved in Senate Resolution R1401 of 2023:
