MOURNING the death of Sheriff Kevin J. McConville,
devoted law enforcement leader, community servant,
and lifelong resident of Cold Spring, New York

WHEREAS, It is the sense of this Legislative Body to recognize and
pay tribute to those citizens who dedicate their lives to the service of
others and who distinguish themselves through selfless commitment to
public safety, civic responsibility, and community engagement; and

WHEREAS, This Legislative Body is deeply saddened to mourn the death
of Sheriff Kevin J. McConville of Cold Spring, New York, who passed away
peacefully at home surrounded by his loving family on August 22, 2025,
at the age of 68; and

WHEREAS, Born on January 31, 1957, Sheriff Kevin J. McConville was a
lifelong resident of Cold Spring, raised in a home of civic duty by his
parents, former Mayor Ronald McConville and Marjorie "June" McConville;
he graduated from Haldane High School in 1975 and went on to earn both
undergraduate and graduate degrees from Marist University; and

WHEREAS, In 1982, Kevin J. McConville married his high school
sweetheart, Janice Brigati, and together they raised their three
children-Ryan, Kylie, and Ilana-in the very home where he had grown up,
continuing his family's deep-rooted presence in the community he so
dearly loved; and

WHEREAS, A career law enforcement professional, Kevin J. McConville
served with distinction for over three decades in the Metropolitan
Transportation Authority Police Department (MTAPD), beginning as a
patrolman and ascending through the ranks to become the first officer
from within the agency appointed Chief of Police in 2005; and

WHEREAS, During his tenure as Chief, Kevin J. McConville led
critical security initiatives, including the creation of the Interagency
Counter Terrorism Team and a fifty-team Canine Unit; he played a key
role in coordinating the MTA's response at Grand Central Terminal on
September 11, 2001, and developed response protocols following the
London and Madrid terrorist attacks; he also served on the Governor's
Homeland Security Team; and

WHEREAS, After retiring from the MTAPD in 2008, Kevin J. McConville
continued his service as Director of Security at Hudson Valley Hospital
Center until 2020; in 2021, he was elected Sheriff of Putnam County,
bringing transformative leadership, implementing vital system upgrades,
enhancing officer resources, and securing both Division of Criminal
Justice Services State Accreditation and SWAT Team Certification for the
department-historic firsts for Putnam County; and

WHEREAS, Kevin J. McConville partnered with local schools, mental
health professionals, and domestic violence organizations to strengthen
the safety net for residents and was deeply committed to making his
department more efficient, community-centered, and responsive; and

WHEREAS, His commitment to law enforcement extended beyond the
county lines through his service as a Trustee of the New York State
Sheriffs' Association and as a lifelong member of the New York State
Association of Chiefs of Police, New York State Fraternal Order of
Police, Stephen P. Driscoll Lodge No. 704, the Hudson Valley 10-13
Association, the Knights of Columbus Council 36318, and the Brewster
Elks Lodge No. 2101; and

WHEREAS, Despite his numerous professional achievements, Kevin
McConville's greatest pride was his family; known affectionately as
"Bop" to his grandchildren, Bennett and Reagan, he was a loving husband,
dedicated father, and enthusiastic grandfather who never missed a game,
a school event, or a chance to be there for those he loved; and

WHEREAS, Kevin J. McConville was a coach, mentor, storyteller, and
champion of family traditions-often found laughing at knock-knock jokes,
converting his closet into a batcave, or soaking in the chaos of family
vacations and backyard gatherings overlooking the Hudson River he
cherished; and

WHEREAS, Kevin J. McConville leaves behind a legacy of integrity,
leadership, service, and love that will long endure in the hearts of all
who knew him; he is survived by his beloved wife of 43 years, Janice;
his children, Ryan (Megan), Kylie ("Z"), and Ilana (Andrew); his
grandchildren, Bennett and Reagan; his brothers, Ronnie (Diane) and
Dickie (Carol Ann); and many extended family members, friends, and
colleagues who will deeply miss him; and

WHEREAS, Kevin J. McConville's life was a shining example of public
service grounded in compassion, humility, and unwavering commitment to
others; his legacy of leadership, integrity, and deep love for family
and community will continue to inspire all those who follow in his
footsteps; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Sheriff Kevin J. McConville, whose life was marked by
a profound dedication to service, community, and family, and to extend
heartfelt condolences to his family and all who had the privilege of
knowing him; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Sheriff Kevin J. McConville.
