COMMENDING Jane Domingue upon the occasion of her
induction into the 2025 Oneida County Historical
Richard W. Couper Living Legends Hall of Fame on
November 6, 2025

WHEREAS, It is the sense of this Legislative Body that the quality
and character of life in this great Empire State is indelibly enriched
by the faithful and untiring efforts of those individuals who have
helped shape the history of their areas; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Jane Domingue upon the occasion of her induction into the 2025
Oneida County Historical Richard W. Couper Living Legends Hall of Fame,
to be celebrated on Thursday, November 6, 2025, at the Oneida County
History Center in Utica, New York; and

WHEREAS, The Oneida County History Center, a private not-for-profit
educational institution, is dedicated to preserving the history,
heritage, and culture of the Greater Mohawk Valley for present and
future generations; through its annual Historical Hall of Fame and
Living Legends Celebration, it recognizes exemplary citizens whose
leadership and compassion have profoundly impacted the region; and

WHEREAS, A distinguished member of the 2025 class of Living Legends,
Jane Domingue of Utica, New York, is a visionary youth advocate and
educator whose enduring commitment to children and families has
transformed lives and strengthened her community; and

WHEREAS, Born in Woodside, Queens, Jane Domingue earned her
bachelor's degree in elementary education from Fordham University in
1968; she began her career as a devoted kindergarten and first-grade
teacher, ultimately serving at St. Joseph's-St. Patrick's School until
its closure in 1986; and

WHEREAS, Deeply moved by the challenges faced by many of her
students from disadvantaged backgrounds, Jane Domingue founded the After
Three Bunch, an afterschool program that provided meals, enrichment
activities, and academic support; and

WHEREAS, Her compassionate initiative grew into Thea Bowman House,
established in 1996 and inspired by Sister Thea Bowman's enduring legacy
of diversity, service, and faith; as executive director for nearly 30
years, Jane Domingue has guided Thea Bowman House in serving almost 300
children daily, offering a nurturing environment that celebrates
inclusion and community; and

WHEREAS, Beyond her leadership at Thea Bowman House, Jane Domingue
has actively contributed to numerous community and church organizations,
and she was a founding board member of both New Horizons Shelter and
Hope House, further reflecting her unwavering dedication to social
justice and human dignity; and

WHEREAS, Through her vision, compassion, and tireless advocacy, Jane
Domingue has created a lasting legacy of opportunity and hope for
generations of families in the Mohawk Valley; and

WHEREAS, It is the custom of this Legislative Body to recognize and
applaud those individuals whose lifework exemplifies the highest ideals
of humanity, and whose actions foster stronger, more caring communities;
now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Jane Domingue upon the occasion of her induction into the 2025
Oneida County Historical Richard W. Couper Living Legends Hall of Fame,
honoring her extraordinary leadership, compassion, and service to the
people of Oneida County and beyond; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Jane Domingue.
