Senate Resolution No. 1472

COMMENDING Gabriella Scheer upon the occasion of
her designation as recipient of a Liberty Medal, the
highest honor bestowed upon an individual by the New
York State Senate

WHEREAS, It is the sense of this Legislative Body to recognize and
commend the caring concern and heroic acts of individuals who take
prompt and appropriate action in emergency situations; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Gabriella Scheer upon the occasion of her designation as
recipient of a Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate; and

WHEREAS, The New York State Senate Liberty Medal was established by
Resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and

WHEREAS, On the night of April 28, 2025, Gabriella Scheer went to
work at European Image in Franklin Square, New York, alongside her boss,
Frank; and

WHEREAS, Gabriella Scheer's shift began pleasantly as she had the
opportunity to catch up with her boss, Frank, but the shift quickly
turned for the worse when she heard a loud bang from the room Frank was
in; and

WHEREAS, When Gabriella Scheer went to investigate the loud crash,
she found Frank unconscious and laying on the floor; and

WHEREAS, Frank was not responding to any of Gabriella Scheer's
actions, and he was quickly turning purple due to his lack of oxygen;
without hesitation, Gabriella dialed 911 and was guided to begin CPR on
Frank; and

WHEREAS, Within minutes, a local volunteer firefighter arrived at
the scene and directed Gabriella Scheer to continue CPR until more first
responders arrived and transported Frank to the local hospital; and

WHEREAS, After completing life-saving techniques on Frank, Gabriella
Scheer, filled with a sense of duty and care, stayed at the scene to
close the salon that night and volunteered to open the salon on the
following mornings so Frank and his wife, Melissa, would have less to
worry about; and

WHEREAS, Gabriella Scheer successfully demonstrated how important it
is to stay calm under pressure and to show up for others when they need
it most, despite how daunting it may seem; without her heroic actions,
the scene at European Image on April 28th, 2025, could have been much
more tragic; and

WHEREAS, Gabriella Scheer, in her spontaneous and heroic act, has so
aptly demonstrated her character and compassion for the welfare of
others, personifying, by virtue of her action, the collective concern of
ordinary citizens across the community of New York State who voluntarily
respond without thought of danger or reward when others need help; now,
therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Gabriella Scheer upon the occasion of her designation as
recipient of a Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Gabriella Scheer.
