HONORING Eve Ann Shwartz upon the occasion of her
retirement after 14 years of distinguished service
to the Town of Hamilton, New York

WHEREAS, This Legislative Body seeks to acknowledge those
individuals whose professional lives and civic endeavors serve to
enhance the stature of the State of New York; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Eve Ann Shwartz upon the occasion of her retirement after 14 years of
distinguished service to the Town of Hamilton, New York; and

WHEREAS, Born and raised on her family's beef and dairy farm in
Earlville, New York, Eve Ann Shwartz attended Hamilton Central Schools,
received a BA in International Relations from the University of
Pennsylvania, and earned her JD from Northeastern University School of
Law in 1982; and

WHEREAS, After completing law school, Eve Ann Shwartz decided to
return to her family farm with her husband, Harmon Hoff; after being
admitted to the New York State Bar in 1985, she opened a general law
practice in the Village of Hamilton; and

WHEREAS, In 1992, Eve Ann Shwartz sold her law practice to focus on
the family farm and raising her two beloved children, Sasha and Jesse;
and

WHEREAS, Drawn to public service, Eve Ann Shwartz was elected to
serve a four-year term on the Hamilton Town Council in 1993, where she
was tasked with heading Hamilton's Long Range Planning Committee and
adopting the Town of Hamilton's first Comprehensive Plan; and

WHEREAS, Eve Ann Shwartz became the executive director of the
Partnership for Community Development in 2002, and during her tenure she
successfully initiated community music and arts festivals, created a
small business assistance program and the Hamilton Business Alliance,
obtained grant funds to create a Greater Hamilton Economic Development
plan, assisted in updating the Town's zoning laws, and launched a
restoration program that renovated 16 buildings and storefronts in her
community; and

WHEREAS, After four years leading the Partnership for Community
Development, Eve Ann Shwartz left her position in the organization to
return to her family's beef business, which boasted 75 heads of Black
Angus beef and sold its products at farmer's markets in Central New York
and New York City; and

WHEREAS, In 2006, Eve Ann Shwartz also helped to create and served
as co-chair of STOP NYRI, a citizen's group which helped advocate
against a 200-mile electrical transmission line; and

WHEREAS, Filled with a strong desire to return to public service,
Eve Ann Shwartz was elected to serve as the town supervisor for the Town
of Hamilton in 2011; in this position, she focused on economic
development, environmental affairs, government operations, and much
more; and

WHEREAS, For the past 14 years, Eve Ann Shwartz rendered faithful,
conscientious and valuable service to the Town of Hamilton and her local
community; in her capacity as town supervisor, Eve Ann Shwartz served
with loyalty, honor and distinction; and

WHEREAS, In addition to her official duties, Eve Ann Shwartz proudly
represented the Town of Hamilton on the Madison County Board of
Supervisors, and was an active member of the Madison County Agricultural
Economic Development Committee, the New York State Farm Bureau, and the
Southern Madison County Gas Coalition steering committee; and

WHEREAS, In her official acts, Eve Ann Shwartz was governed by a
keen sense of duty and always showed a unique grasp of human problems;
and

WHEREAS, During her long career and decades of community
involvement, Eve Ann Shwartz earned the admiration, esteem, and
affection of her colleagues and fellow community members; now,
therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Eve Ann Shwartz upon the occasion of her retirement after 14 years
of distinguished service to the Town of Hamilton, New York; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Eve Ann Shwartz.
