CONGRATULATING Owen Lambert upon the occasion of
receiving the distinguished rank of Eagle Scout, the
most prestigious of Scouting honors, on March 22,
2026

WHEREAS, Owen Lambert, through his diligence and rigorous efforts,
has achieved Scouting's highest and most prestigious rank, Eagle Scout;
the Eagle Court of Honor ceremony will be held on Sunday, March 22,
2026, at the Manhasset Lakeville Fire Department Company No. 2 in
Manhasset, New York; and

WHEREAS, Owen Lambert is a member of Scouts BSA Troop 71, Plandome,
New York; and

WHEREAS, Scouts BSA and its members are dedicated to the development
of character and leadership in the youth of this Nation; and

WHEREAS, The highest achievement of leadership in Scouting, earned
by approximately five percent of all Scouts, is the distinguished rank
of Eagle Scout; and

WHEREAS, Owen Lambert joined Scouting in the third grade as a Tiger
Cub in Pack 101 and, after earning the Arrow of Light, the highest honor
in Cub Scouts, crossed over to Troop 71; and

WHEREAS, Throughout his Scouting journey, Owen Lambert served as a
positive role model for younger Scouts, demonstrating commitment,
patience, and enthusiasm, and held several leadership positions within
Troop 71, including Assistant Patrol Leader and Scribe; and

WHEREAS, Owen Lambert further developed his leadership skills by
participating in the week-long National Youth Leadership Training
program at the Schiff Scout Reservation in Wading River, New York, where
he camped independently and completed more than 30 hours of classroom
instruction in leadership; and

WHEREAS, Inspired by a deep love of the outdoors, Owen Lambert
attended summer camp for three years at the Onteora Scout Reservation,
where he formed lasting friendships and cherished memories of campfire
stories and nights under the stars; and

WHEREAS, Scouting has been a formative experience in Owen Lambert's
life, providing him with meaningful opportunities to lead, communicate
effectively, plan, and stay organized, and he remains profoundly
grateful to the adult leadership of Troop 71 for their steadfast
guidance and support; and

WHEREAS, Owen Lambert earned 33 Merit Badges, citing among his
favorites Cooking, Architecture, and Disabilities Awareness, each of
which broadened his knowledge and perspective; and

WHEREAS, This outstanding young man has been involved in Scouting
for many years, has lived up to Scouting's ideals and has attained all

the necessary achievements, including completion of a community service
project, which was successfully planned, developed, and executed; and

WHEREAS, For his project, Owen Lambert constructed and painted ten
bat houses which now hang in Waldmann Memorial Park in the Village of
Munsey Park, providing a natural and environmentally friendly method of
mosquito control that will benefit residents for years to come; and

WHEREAS, Owen Lambert graduated from Manhasset High School in 2025,
where he completed multiple Honors and Advanced Placement courses, was
an active member of Athletes Helping Athletes for three years, and
served as a lead volunteer with Manhasset Adaptive Sports; and

WHEREAS, During his high school years, Owen Lambert earned both the
Presidential Bronze and Silver Service Awards and rowed for Manhasset
Crew for five years, serving as Captain in his senior year, earning
recognition as a two-time Most Valuable Player, competing twice in the
Head of the Charles Regatta, and culminating his rowing career as a
National Champion in the Boys Lightweight Double at Youth Scholastic
Nationals; and

WHEREAS, Owen Lambert is currently completing his freshman year at
James Madison University in Harrisonburg, Virginia, where he is majoring
in Business Management and is an active member of the nationally ranked
Club Golf Team and the Phi Kappa Psi fraternity; and

WHEREAS, This new Eagle Scout is a credit to his family, his school,
his community, his State, and his Nation, and may now stand with pride
as he assess his achievements, experiences the satisfaction of his
labors and the joy of his accomplishments, eager to face the new
experiences of a challenging world; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations, in
recognition of the significance of this meritorious achievement, to
congratulate and honor Owen Lambert on achieving the rank of Eagle
Scout; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Owen Lambert.
