Senate Resolution No. 1904

BY: Senator COMRIE

COMMEMORATING the 100th Anniversary of P.S. 38Q,
"The Rosedale School"

WHEREAS, It is the sense of this Legislative Body to recognize and
commend those institutions of true purpose and high achievement whose
exemplary programs and accomplishments clearly demonstrate an enduring
pursuit of excellence in the education of the youth of this noble Empire
State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commemorate the 100th Anniversary of P.S. 38Q, "The Rosedale School," to
be celebrated on Saturday, May 16, 2026, at P.S. 38Q in Rosedale, New
York; and

WHEREAS, P.S. 38Q, known as "The Rosedale School," was established
in 1926 in the heart of the Rosedale neighborhood in Queens, New York;
since its founding, P.S. 38Q has served as a cornerstone of education
and community life in southeast Queens; and

WHEREAS, With the expansion of the Long Island Rail Road and roadway
systems in the early 20th century, the community of Rosedale was in the
midst of transitioning from farmland to a growing suburban neighborhood;
this rising population came with an increase in families with children,
and a rising demand for public education; and

WHEREAS, When P.S. 38Q first opened its doors, Rosedale was still
semi-rural with open land, modest homes, and limited infrastructure;
P.S. 38Q has always reflected the growth and promise of the community
around it, and as Rosedale expanded, so did P.S. 38Q; and

WHEREAS, P.S. 38Q quickly became one of the foundational
institutions in the Rosedale neighborhood due to its commitment to
educating the children in the community as well as serving as a
gathering place for community members to develop a sense of shared
identity and community pride; and

WHEREAS, In the decades following World War II, P.S. 38Q grew
alongside the population of southeast Queens, and the school modernized
its facilities and educational programs to better serve the larger and
more diverse student body; and

WHEREAS, During the 1960s and 1970s, the Rosedale neighborhood
became home to a growing number of African American and Caribbean
families; with this growth, P.S. 38Q remained a steady and welcoming
presence, offering continuity, opportunity, and a nurturing environment
for these new populations; and

WHEREAS, By the late 20th century, P.S. 38Q became a vital part of
New York City Community School District 29; led by strong leadership,
dedicated educators, and active parents, the school embraced a
comprehensive curriculum that emphasized literacy, science, the arts,
physical education, character development, and civic responsibility; and

WHEREAS, Guided today by the mission to provide a high-quality
education while nurturing the talents, ambitions, and voices of its
students, P.S. 38Q continues to effectively serve students of southeast
Queens in grades K through 5; the classrooms of P.S. 38Q continue to be
filled with the same spirit of curiosity and determination that has
defined the institution for generations; and

WHEREAS, P.S. 38Q maintains its strong position as a cornerstone in
the community by offering after-school programs, arts programs, school
events, and parent engagement events, which help students grow
academically and socially, and by providing a space for community
members to host meetings, celebrations, and special events; and

WHEREAS, As P.S. 38Q celebrates its 100th Anniversary, it honors not
only a century of educational excellence, but also the countless
students, families, educators, and community members who have
contributed to its enduring success; without their countless
contributions, P.S. 38Q would not be the remarkable institution it is
today; and

WHEREAS, As community members look towards the future, it remains
clear that P.S. 38Q will continue to foster an environment where our
future neighbors, leaders, and innovators can develop and thrive, just
as they have done over the last century; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the 100th Anniversary of P.S. 38Q, "The Rosedale School," to
be celebrated on Saturday, May 16, 2026, at P.S. 38Q in Rosedale, New
York; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to P.S. 38Q, "The Rosedale School."
