CONGRATULATING Randal B. Caldwell upon the
occasion of his retirement after many years of
distinguished service to the people of the State of
New York

WHEREAS, It is the sense of this Legislative Body to recognize and
honor those distinguished citizens who have devoted their lives to
public service and, through their dedication and professionalism, have
enhanced the institutions they serve; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
congratulate Randal B. Caldwell upon the occasion of his retirement,
marking the culmination of a long and exemplary career in public
service; and

WHEREAS, Randal B. Caldwell has rendered faithful, conscientious,
and valuable service to the State of New York and to Oneida County over
the course of decades, earning the admiration and respect of colleagues,
litigants, and the community at large; and

WHEREAS, Randal B. Caldwell served with distinction as a Family
Court Judge, Acting Supreme Court Justice, and Supervising Family Court
Judge for the Fifth Judicial District, presiding over complex and
sensitive matters with fairness, integrity, and compassion; and

WHEREAS, During his judicial tenure, he presided over the Juvenile
Treatment Court from 2008 to 2015 and served as Lead Judge for Oneida
County in the Child Welfare Court Improvement Project's Initiative to
Enhance Court Practices in Child Welfare Proceedings, demonstrating a
deep commitment to improving outcomes for children and families; and

WHEREAS, He further served as Chairman of the Oneida County Arrest
Diversion Governing Board, as a Family Court representative on the Fifth
Judicial District State Standards and Goals Committee, and as Judicial
Representative on the Oneida County Courthouse Renovation Committee; and

WHEREAS, Randal B. Caldwell also served as Acting Surrogate Judge of
Oneida County in 2009, and as Acting Supreme Court Justice presiding
over matrimonial matters, the Integrated Domestic Violence Court, and as
Youth Part Judge for Oneida County in Raise the Age matters; and

WHEREAS, In addition to his judicial service, he shared his
knowledge and experience as an Adjunct Professor at Mohawk Valley
Community College from 2007 to 2015, and at Utica College from 2013 to
2014, teaching courses in government, law, and criminal justice; and

WHEREAS, Prior to his judicial career, Randal B. Caldwell served as
County Attorney for Oneida County from 2000 to 2006, acting as Chief
Legal Officer and providing counsel to county government while
supervising a wide range of legal matters; and

WHEREAS, Randal B. Caldwell's distinguished legal career also
includes service as Town Attorney for the Towns of Marcy and Deerfield,
private practice as a general partner and sole practitioner, and as an
Assistant District Attorney in Oneida County, where he prosecuted
numerous serious criminal cases; and

WHEREAS, He began his legal career as a Law Clerk to the Honorable
Edward L. Snyder in the Court of Common Pleas in Brookville,
Pennsylvania; and

WHEREAS, Randal B. Caldwell earned his Juris Doctor from Ohio
Northern University Law School, where he served as Associate Editor of
the Law Review, and received his Bachelor of Arts in Political Science
from Utica College of Syracuse University; and

WHEREAS, His commitment to service extends beyond the courtroom, as
evidenced by his decades-long membership in the Maynard Volunteer Fire
Department, where he has held numerous leadership roles and currently
serves as Assistant Chief, EMT, and RIT Commander; and

WHEREAS, Randal B. Caldwell has generously provided legal counsel to
several firefighter organizations and has been actively involved in
youth athletics as a coach and board member in local baseball and hockey
associations; and

WHEREAS, Furthermore, in 2005, he was the recipient of a Letter of
Appreciation from the New York State Police for his assistance in a
crisis negotiation situation, further exemplifying his dedication to
public safety; and

WHEREAS, Throughout his illustrious career, Randal B. Caldwell has
demonstrated an unwavering commitment to justice, public service, and
the betterment of his community, leaving an enduring legacy of
professionalism and integrity; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Randal B. Caldwell upon the occasion of his retirement, and
to express its deepest gratitude for his outstanding service to the
State of New York; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Randal B. Caldwell.
