country; and

WHEREAS, Arthur Sullivan has consistently demonstrated a level of
commitment, dedication, integrity and professionalism which truly
exemplifies excellence in volunteer service; and

WHEREAS, Firefighters unwaveringly serve our great State with pride,

accident, natural disaster, act of terrorism, medical crisis, or spill
of hazardous materials; and

WHEREAS, Located in the Finger Lakes Region of Central New York, the
Horseheads Fire Department provides fire, rescue, and emergency medical
services to approximately 6,400 residents of the Village of Horseheads
and has long stood as a cornerstone of public safety within the
community; and

WHEREAS, Since its organization in July of 1873, more than 1,136 men

and villages through the Horseheads Fire Department, establishing a
proud tradition of service, sacrifice, and dedication that continues to
this day; and

WHEREAS, The members of the Horseheads Fire Department work in close
cooperation with the Horseheads Police Department and other emergency
service agencies to protect life and property and to provide the highest

Department has remained steadfast in its mission to safeguard the
community, and its members take great pride in serving the residents of
this fine village; and

WHEREAS, It takes a special dedication, a strong desire to help
others and a tireless sense of community to forsake precious time with
family and friends to respond to the signal that a neighbor is in need;
Arthur Sullivan is such a firefighter; and

WHEREAS, Throughout 50 years of devoted service, Arthur Sullivan has
heroically performed, above and beyond the call of duty, those
responsibilities which define the task of fire protection; and

WHEREAS, Unlike many long-serving members who remain on the
department's membership rolls, Arthur Sullivan continues to actively
respond to emergency calls and fires, demonstrating an extraordinary
commitment to the residents of Horseheads and serving as an inspiring
example to current and future generations of volunteer firefighters;
now, therefore, be it
