MOURNING the death of Ludwick S. Hall, respected
New York City Police Officer and devoted member of
his community
WHEREAS, It is the custom of this Legislative Body to pay tribute to
the citizens of the State of New York whose lifework and civic endeavors
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Ludwick S. Hall of Queens, New York, died on February 10,
2025, at the age of 85; and
WHEREAS, Born on November 24, 1939, in San Fernando, Trinidad, to
James and Vivian Hall, Ludwick S. Hall's pursuit of knowledge led him to
Brooklyn, New York where he attended Thomas Jefferson High School and
later, Brooklyn College with initial aspirations of becoming a doctor;
and
WHEREAS, Ludwick S. Hall continued his education at Long Island
University and earned a Master's Degree in Sociology and becoming a
proud member of Alpha Phi Alpha fraternity; and
WHEREAS, Destiny intervened when Ludwick S. Hall met the love of his
life, Minnie Best, and they married in 1961 and soon after welcomed two
children: Ludwick Stirling Jr. and Andrea Celeste, within a year of each
other; and
WHEREAS, In 1963, Ludwick S. Hall distinguished himself in his
profession by embarking on a 37-year career with the NYPD; he was a
dedicated officer who made substantial contributions to the welfare of
his community; and
WHEREAS, Ludwick S. Hall was a man of many talents and interests; he
shared a passion with his wife Minnie, who was an Eastern Star, in
Freemasonry; excelled at baseball and basketball; had a deep
appreciation for art, particularly emerging Black artists; loved to
travel; collected stamps; and was a voracious reader; and
WHEREAS, A disciplinarian, Ludwick S. Hall's heart softened with the
arrival of his four grandchildren: Jawaun, Jasmine, Jayden and Keyan;
this continued with his great-grandchildren, with whom he cherished the
time spent; and
WHEREAS, Ludwick S. Hall is survived by his sister, Rita Deshong;
his nephews, Steve, Winston, Selwyn and Nigel; his niece, Hyacinth; and
a multitude of friends and family; and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Ludwick S. Hall leaves behind a legacy which will long
endure the passage of time and will remain as a comforting memory to all
he served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Ludwick S. Hall, respected New York City Police
Officer and devoted member of his community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Ludwick S. Hall.
