COMMENDING Richard P. Leach, M.D., upon the
occasion of his designation as recipient of the 2026
Liberty Bell Award

WHEREAS, Individuals who give of their time and energies and serve
the best interests of their communities are assets beyond remuneration
and cannot be sufficiently extolled; and

WHEREAS, This Legislative Body is justly proud to commend Richard P.
Leach, M.D., upon the occasion of his designation as recipient of the
2026 Liberty Bell Award, presented by the Warren County Bar Association;
and

WHEREAS, The American Bar Association's Liberty Bell Award is the
most prestigious award given by lawyers to a non-lawyer; the Award
honors a person who has strengthened the American system of freedom and
justice under law through their extraordinary contributions to the
community; the announcement of the Award is one of the highlights of Law
Day, a day set aside by the Congress to celebrate our great heritage of
liberty, justice, and equality under law; and

WHEREAS, The Warren County Bar Association presents its local Award
to a Warren County resident to recognize that person for contributions
outside their regular employment or for service above and beyond one's
normal and expected work responsibilities if they are currently employed
within the legal or criminal justice system; and

WHEREAS, Obtaining his education at Dartmouth College and the
University of Rochester School of Medicine and Dentistry, Richard P.
Leach, M.D., continued his post-doctoral training with his residency at
Mary Imogene Bassett Hospital in Cooperstown and his fellowship at the
University of Kentucky Medical Center; and

WHEREAS, Earning several certifications, Dr. Richard P. Leach, of
Queensbury, New York, is a dedicated and exemplary physician who has
spent his life tirelessly and selflessly working to support the people
of his community; and

WHEREAS, A few of Dr. Richard P. Leach's positions and appointments
include Attending Physician, Consultant, Medical Director, Founder and
President Emeritus, and Chairman; additionally, he has been a member of
several medical organizations; and

WHEREAS, Dr. Richard P. Leach retired from his self-employed private
practice as Internal Medicine, Infectious Diseases, and Travel Doctor
and from Glens Falls Hospital as Hospital Epidemiologist; and

WHEREAS, Dr. Richard P. Leach is a special person who spent his
career working to help cure people and prevent disease, sharing his
medical knowledge during times of uncertainty; in retirement, he has
expanded his efforts to help immigrants and assist his community in
understanding all aspects of immigration; and

WHEREAS, In addition to his work with immigration, Dr. Richard P.
Leach is a frequent guest editorial writer about medical issues, sharing
his knowledge with the public; he has published several guest essays
where he shares his medical knowledge in interesting ways, facilitating
public understanding of complex medical issues; and

WHEREAS, Dr. Richard P. Leach's professionalism, civic duty, and
community activities have benefited countless individuals and families
throughout the decades of his illustrious career; this dedicated
physician and asset to his community has left an indelible mark that
will be a positive influence for generations to come; and

WHEREAS, Dr. Richard P. Leach stands as an example of duty,
perseverance, and service to both his country and his community; his
contributions represent the very spirit of the Liberty Bell Award; now,
therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Richard P. Leach, M.D., upon the occasion of his designation as
recipient of the 2026 Liberty Bell Award; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Richard P. Leach, M.D.
