MOURNING the death of Salvador Vizcarrondo Jr.
distinguished citizen and devoted member of his
community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavors
served to enhance the quality of life in their communities and the great
State of New York; and

WHEREAS, Salvador Vizcarrondo Jr. of Endicott, New York, died on
October 24, 2025, at the age of 76; and

WHEREAS, Born in Santurce, Puerto Rico on May 28, 1949, to Julia and
Salvador Vizcarrondo, Salvador Vizcarrondo Jr. was the fourth of eight
children; and

WHEREAS, Salvador "Sal" Vizcarrondo Jr. distinguished himself in his
profession and by his sincere dedication and substantial contribution to
the welfare of his community; and

WHEREAS, After his career as a tutor counselor for SUNY Binghamton's
Upward Bound program began in 1971, Salvador Vizcarrondo Jr. rose
through the ranks of Upward Bound to assistant director over his many
years of service; and

WHEREAS, Upward Bound is an academic program that helps low-income
and first-generation students achieve academic success in high school
and prepares them for continued success in the college of their choice;
and

WHEREAS, Upward Bound annually serves over 160 low-income,
first-generation high school students across the State of New York; the
program promotes the ideals of inclusion, mutual respect, and cultural
awareness by providing scholars with a safe and positive environment
that is conducive to learning as well as an opportunity for personal
development and social growth; and

WHEREAS, Salvador Vizcarrondo Jr. worked for years for the Upward
Bound TRIO Program at Binghamton University; and

WHEREAS, A member of the first graduating class of the Educational
Opportunity Program at Binghamton - then called the Transitional Year
Program- directed by the EOP's first director, John Benson, Salvador
Vizcarrondo Jr. was present for EOP's 50th-anniversary celebration in
2018, at Binghamton, a reunion of that first class and the first
director; and

WHEREAS, Salvador Vizcarrondo's commitment to excellence, and his
spirit of humanity, carried over into all fields of enterprise,
including charitable and civic endeavors; and

WHEREAS, Salvador Vizcarrondo Jr. worked at CETA Youth Programs and
took many kids under his wing at Susquehanna Valley Home; and


WHEREAS, Salvador Vizcarrondo Jr. fostered and impacted all the
students who knew him and he encouraged them to grow and reach their
potential; his legacy lives on in all those with whom he touched; and

WHEREAS, Salvador Vizcarrondo Jr. is survived by his two sisters,
Julia and Norma; his two brothers, Nelson and Henry; his loving nephew
James Bullock; grandson, "Mikey" Williams Jr.; his dear friend, Cindy
Kery; Steve Slater, who was like a son to him; and his other nephews,
nieces and relatives; and

WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Salvador Vizcarrondo Jr. leaves behind a legacy which will
long endure the passage of time and will remain as a comforting memory
to all he served and befriended; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Salvador Vizcarrondo Jr. distinguished citizen and
devoted member of his community; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Salvador Vizcarrondo Jr.
