Assembly Resolution No. 1491

RECOGNIZING May 4-8, 2026, as Court Technology and
Digital Access Week in the State of New York

WHEREAS, Modern court technology enhances efficiency, transparency,
and public access within the judicial system, promoting accessibility,
reducing delays, and strengthening public confidence in the rule of law;
and

WHEREAS, New York State has been a national leader in implementing
court technology, establishing some of the first statewide electronic
filing programs in the United States in 1999 and gradually expanding the
New York State Courts Electronic Filing (NYSCEF) system into a
comprehensive statewide platform for civil, commercial, family, and
appellate cases; and

WHEREAS, Initiatives administered by the Office of Court
Administration (OCA) including e?filing, virtual court appearances,
digital case tracking, online records access, and remote evidence
presentation, have transformed court operations, expanded access to
justice, and enhanced the efficiency and reliability of New York's
judicial system; and

WHEREAS, New York was among the first states to implement remote
access for diverse case types, providing litigants, attorneys, and the
public with the ability to participate in proceedings virtually, thereby
reducing barriers to justice and increasing public confidence; and

WHEREAS, Court technology innovations have positioned New York as a
national model in judicial modernization, offering scalable solutions
for other state and local court systems, while ensuring that access to
justice is equitable, secure, and user?friendly; and

WHEREAS, Court technology professionals, information technology
staff, digital access coordinators, and administrative teams play a
vital role in maintaining system security, supporting training for
judges and practitioners, and ensuring the continuity, integrity, and
accessibility of digital court services; and

WHEREAS, Through programs such as LawHelpNY integration, remote
hearings, e?filing expansion, and courthouse digital infrastructure
upgrades, New York continues to lead nationally in creating a judicial
system that is both technologically advanced and responsive to the needs
of its diverse population; and

WHEREAS, Recognizing Court Technology and Digital Access Week
provides an opportunity to honor the dedication, expertise, and
innovation of the professionals who design, implement, and maintain
these systems, and to celebrate New York's historic leadership and
pioneering role in modernizing access to justice; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
recognize May 4-8, 2026, as Court Technology and Digital Access Week in
the State of New York, in acknowledgment of the State's national

leadership in court modernization, the transformative impact of e?filing
and digital access initiatives, and the critical contributions of court
technology professionals; and be it further

RESOLVED, That copies of this resolution, suitably engrossed, be
transmitted to the Office of Court Administration and the Chief
Information Officer of the New York State Unified Court System, as a
symbol of the respect, admiration, and appreciation of the State of New
York for their leadership and innovation in judicial technology.
