HONORING James "Jimmy O" O'Pharrow posthumously
upon the occasion of the co-renaming of Hornell Loop
in Brooklyn, New York, in recognition of his
contributions to his community and the sport of
boxing

WHEREAS, From time to time, this Legislative Body takes note of
certain extraordinary individuals it wishes to recognize for their
valued contributions to the success and progress of society, publicly
acknowledging their noble endeavors which have enhanced the basic
humanity among us all; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
James "Jimmy O" O'Pharrow posthumously upon the occasion of the
co-renaming of Hornell Loop in Brooklyn, New York, in recognition of his
contributions to his community and the sport of boxing; a commemorative
event was held on Friday, May 22, 2026, at Pennsylvania Avenue and
Hornell Loop; and

WHEREAS, James O'Pharrow, affectionately known as "Jimmy O" to many,
was the founder of Starrett City Boxing Club in Brooklyn, New York; and

WHEREAS, Starrett City Boxing frequently works with young people who
aspire to be professional fighters, as well as those who simply want to
stay fit and learn about boxing, offering training not only in the
sport, but also in life skills; and

WHEREAS, The boxing club is highly regarded for training and
mentoring young boxers, providing both athletic training and life
guidance in an environment that aims to promote discipline and community
engagement; and

WHEREAS, James O'Pharrow always worked diligently and with passion
to shape the character of his fighters, instilling in them strong values
which guide them both inside and outside the boxing ring; and

WHEREAS, Starrett City Boxing is situated between the Spring Creek
Towers and has become a well-known institution which has shaped boxing
culture in the local community and beyond for many years; and

WHEREAS, James O'Pharrow, a mentor with great vision, guided by the
principles of respect, resilience, and purpose, saw the sport of boxing
as a way to provide structure, discipline, and focus to at-risk youth,
helping them stay off the streets and away from negative influences; and

WHEREAS, Despite the myriad challenges that community-based programs
experience, James O'Pharrow consistently persevered as a result of his
unwavering dedication, resilience, foresight, and strength for the club
and the residents of Brooklyn and beyond; and

WHEREAS, James O'Pharrow distinguished himself in his profession and
by his sincere dedication and substantial contribution to the welfare of

his community, justly meriting the recognition of this Legislative Body
and the residents of the Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor James "Jimmy O" O'Pharrow posthumously upon the occasion of the
co-renaming of Hornell Loop in Brooklyn, New York, in recognition of his
contributions to his community and the sport of boxing; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of James "Jimmy O" O'Pharrow.
