MOURNING the death of Flora Leamer, distinguished
citizen and devoted member of her community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and this
great Empire State; and

WHEREAS, Flora Leamer of Clarence, New York, died on Wednesday,
October 16, 2024, at the age of 76; and

WHEREAS, Flora Leamer distinguished herself in her profession and by
her sincere dedication and substantial contribution to the welfare of
her community; and

WHEREAS, A native of Akron, New York, Flora Leamer began living in
Clarence in 1971, and married her beloved husband, John, in in 1985,
after meeting him at church; and

WHEREAS, With a passion for seeing the world, Flora Leamer often
enjoyed taking mission trips to Nicaragua, as well as traveling with her
cherished husband; and

WHEREAS, Flora Leamer lent 48 years to the profession of accounting;
she was also one of the original committee members of the Clarence
Hollow Farmers Market, and was its accountant, as well as a dedicated
volunteer; and

WHEREAS, Regarded for her unwavering commitment to local committees
and organizations, Flora Leamer was also involved with the Meet in the
Center merchant's association, Rock the Barn music festival, the
Clarence Clubhouse Restoration Committee, the Garden Friends of
Clarence, the former Clarence Woman's Club, the Clarence Contemporary
Club, Bark in the Park, Winterfest, Clarence and Newstead's historical
societies, Akron High School alumni, and the Clarence Lions Club as an
honorary Lion; and

WHEREAS, Flora Leamer additionally served the Clarence Chamber of
Commerce in multiple roles; throughout her time serving the
organization, she held the titles of membership chair, officer and chair
of the gift certificate program, and additionally served as a member of
its trade fair and membership committee, board of directors, Annual
Awards banquet committee, and annual golf outing committee; and

WHEREAS, Known widely for her love of photographing community events
and for her spirited participation in the local parades, Flora Leamer's
energy and love for her fellow citizens and the Town of Clarence was
radiant; she will be remembered for her kindness, warmth, and
selflessness; and

WHEREAS, To further honor Flora Leamer, the Clarence Chamber of
Commerce, in partnership with the Eastern Hills Sunrise Rotary
Foundation, established the Flora B. Leamer Young Entrepreneur Grant to

support young entrepreneurs as they take their first steps into
business, or expand and develop their already existing business
ventures; and

WHEREAS, Flora Leamer's commitment to excellence and her spirit of
humanity carried over into all fields of enterprise, including all
charitable and civic endeavors in which she partook; and

WHEREAS, Flora Leamer is survived by her husband, John Leamer; two
sisters, Kathleen Kline and Marilyn Judge; one brother, John Babel; and
many nieces and nephews; she was predeceased by her parents, Chester and
Elizabeth Babel; one sister, Phyllis Graf; and one brother, Lenard
Babel; and

WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Flora Leamer leaves behind a legacy which will long endure
the passage of time and will remain as a comforting memory to all she
served and befriended; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Flora Leamer, distinguished citizen and devoted
member of her community; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Flora Leamer.
