HONORING Dave Turner upon the occasion of his
retirement after 30 years of distinguished service
to Oswego County, New York

WHEREAS, It is the sense of this Legislative Body to acknowledge
those individuals whose professional lives and civic endeavors serve to
enhance the stature of the State of New York; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Dave Turner upon the occasion of his retirement after 30 years of
distinguished service to Oswego County, NY; and

WHEREAS, For the past 30 years, Dave Turner rendered faithful,
conscientious, and valuable service to Oswego County; and

WHEREAS, From 2000 to 2006, Dave Turner participated in Community
Development Planning with the city of Oswego, New York, being involved
with improvements to Wright's Landing International Marina, the East and
West Linear Park Extensions, and the Veterans Stage Complex; and

WHEREAS, Dave Turner served as director of Community Development,
Planning and Tourism for the County of Oswego from 2006 to 2021; and

WHEREAS, During his term as director of Community Development,
Planning and Tourism, Dave Turner oversaw many projects such as: the
airport sewer district project, the Phoenix wastewater project, REDI
Regional Dredging projects, energy efficiency projects including rooftop
solar on public buildings, lighting and HVAC improvements, and all
Community Development Block grant and Brownfield grant projects; and

WHEREAS, As director of Community Development, Planning and Tourism,
Dave Turner was a National Marine Sanctuary Nomination task force
member, expanded tourism marketing, increased funding for public
transportation, secured and coordinated regional sportfishing promotion
grants for the Lake Ontario Sportfishing Promotion Council, and served
on the Board of Directors for the Central New York Regional Planning
Board; and

WHEREAS, From 2021 to 2025, Dave Turner served as director of
Strategic Initiatives for Oswego County where he administered American
Rescue Plan Act funding awards, spearheaded the County-wide Broadband
project, was a part of the early development of Southern Oswego County
Regional Interceptor System wastewater project, and served on the Micron
Steering Committee; and

WHEREAS, In his official acts, Dave Turner was governed by a keen
sense of duty and always showed a unique grasp of human problems; and

WHEREAS, During his tenure with Oswego County, Dave Turner earned
the admiration, esteem and affection of his colleagues; now, therefore,
be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Dave Turner upon the occasion of his retirement after 30 years of
distinguished service; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Dave Turner.
