COMMENDING Andrea Scarborough upon the occasion of
her designation for special recognition by the
National Council of Negro Women-Queens County
Section on June 8, 2025
WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made
significant contributions to the quality of life therein; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Andrea Scarborough upon the occasion of her designation for
special recognition by the National Council of Negro Women-Queens County
Section, to be celebrated at its 37th Annual Black and White Celebration
of Honorees on Sunday, June 8, 2025, at Antun's in Queens Village, New
York; and
WHEREAS, Andrea Scarborough, a proud native of Trinidad and Tobago,
moved to New York as a teenager and has since dedicated her life to
service, education, and community advocacy, earning degrees from
LaGuardia Community College and Baruch College; and
WHEREAS, Andrea Scarborough had a distinguished 20-year career at
AT&T Communications, where she retired as an Account Executive and was
repeatedly recognized for outstanding service, while also co-founding
Jasmine's Catering Service with her sister, building a business known
for excellence, attention to detail, and quality; and
WHEREAS, A passionate community advocate, Andrea Scarborough has
contributed her time and leadership to numerous civic and environmental
organizations, including the United Coalition of Veterans & Community
Rights and the Southern Queens Residents Environmental Justice Council,
where she has championed issues from veterans' health care to flood
mitigation in Southeast Queens; and
WHEREAS, As former President of the Addisleigh Park Civic
Organization (APCO), Andrea Scarborough led transformative initiatives
including securing nonprofit status for APCO, developing a vibrant
community garden from a vacant lot, lobbying for street safety
improvements, and securing funding for community security cameras; and
WHEREAS, Andrea Scarborough has played a critical role in
environmental justice efforts, including advocacy that led to the
passage of the NYC Waste Equity Law (Intro 157-C), a key policy that
reduced waste inflow into Jamaica/Queens by 33%, and helped secure a $1
million EPA grant to study air pollution and health impacts in Southeast
Queens; and
WHEREAS, Through successful environmental litigation efforts, Andrea
Scarborough and her partners achieved a settlement with local waste
transfer stations that included commitments to significant facility
upgrades to reduce odor, dust, and noise, further improving quality of
life for area residents; and
WHEREAS, A devoted member of St. Albans Congregational Church,
Andrea Scarborough continues to serve as the Servant Leader of the
Archives Ministry, and remains a steadfast advocate for Southeast Queens
through her work with numerous advisory boards and civic coalitions; and
WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Andrea Scarborough upon the occasion of her designation for
special recognition by the National Council of Negro Women-Queens County
Section; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Andrea Scarborough.
