COMMENDING Shawlamar L. Carter upon the occasion
of her designation for special recognition by the
National Council of Negro Women-Queens County
Section on June 8, 2025
WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made
significant contributions to the quality of life therein; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Shawlamar L. Carter upon the occasion of her designation for
special recognition by the National Council of Negro Women-Queens County
Section, to be celebrated at its 37th Annual Black and White Celebration
of Honorees on Sunday, June 8, 2025, at Antun's in Queens Village, New
York; and
WHEREAS, Shawlamar L. Carter, a proud native of Brooklyn who later
made Queens her home, has dedicated her life to uplifting young people
and transforming lives through mentorship, education, and community
service; and
WHEREAS, Despite facing personal challenges in her youth due to the
absence of mentorship and a father figure, Shawlamar L. Carter reclaimed
her path with determination and faith, returning to New Greater Bethel
Ministries Church in 2005 and stepping into the role of Youth Leader to
inspire others as she once needed inspiration herself; and
WHEREAS, Passionate about nurturing the self-worth of young women,
Shawlamar L. Carter created the Beautiful You program to help teenage
girls embrace their inner beauty and potential, and later founded "Our
Girls Matter (OGM)," a transformative initiative focused on empowering
girls and young women to understand their value and strive toward inner
stability; and
WHEREAS, Shawlamar L. Carter has served New York City's youth
through roles in the Department of Education as a paraprofessional, and
in community organizations such as the Child Center of New York and the
Police Athletic League, where she worked as an activity specialist,
recognized for her leadership, creativity, and ability to foster
positive development; and
WHEREAS, In 2019, Shawlamar L. Carter became Vice President of the
F.A.I.T.H. organization, bringing her advocacy for young women into
alignment with a broader movement dedicated to guiding and empowering
future generations, while emphasizing the critical role of women in
strengthening community relationships and outcomes; and
WHEREAS, A certified Life Coach since 2016 and holder of a Mental
Health Certification, Shawlamar L. Carter expanded her mission in 2020
by launching a health and wellness franchise, Total Life Changes,
promoting holistic well-being and personal transformation through
targeted products and services; and
WHEREAS, Shawlamar Carter's unwavering commitment to mentorship,
empowerment, and youth development reflects the highest ideals of
community service, and her work continues to impact lives by building
confidence, stability, and purpose among the next generation; and
WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Shawlamar L. Carter upon the occasion of her designation for
special recognition by the National Council of Negro Women-Queens County
Section; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Shawlamar L. Carter.
