MOURNING the death of Terry L. Yoder,
distinguished citizen, public servant, and devoted
member of her community
WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Terry L. Yoder of Unadilla, New York died on Friday, April
25, 2025, at the age of 65; and
WHEREAS, Terry L. Yoder distinguished herself in her profession and
by her sincere dedication and substantial contribution to the welfare of
her community; and
WHEREAS, An admired public servant for over a decade, Terry L. Yoder
was appointed to the position of Town Clerk for the Town of Unadilla on
May 1, 2013, and began her first elected four-year term on January 1,
2014; she earned the public's trust with her reliable and knowledgeable
service, going on to secure her re-election to the position multiple
times; and
WHEREAS, In 2019, Terry L. Yoder was voted in by her peers as a
District 3 Director for the New York State Town Clerks Association--a
coveted position held by few Town Clerks across the State; in this
position which she held proudly for three years, she worked as a mentor
to and liaison between Albany, Columbia, Greene, Rensselaer,
Schenectady, Schoharie, Otsego, and Delaware Counties; and
WHEREAS, In July 2020, Terry L. Yoder received a Certificate of
Appreciation for outstanding performance as District 3 Director; and
WHEREAS, With a commitment to excellence in her career, Terry L.
Yoder completed the Certified Town Official Program in 2019; she was
also awarded a Certificate of Completion by the New York State Office of
the State Comptroller for taking the Introduction to Governmental
Accounting course in 2023; and
WHEREAS, In her position as Town Clerk, Terry L. Yoder also served
as Deputy Tax Collector and Deputy Court Clerk and completed several
training programs offered by the New York State Unified Court System in
this capacity; and
WHEREAS, Truly making an impact in her community, Terry L. Yoder was
instrumental in procuring the HUD Community Development Block Grant for
the town's Community Development Housing Rehabilitation Program; to
date, the Town of Unadilla has received more than one million dollars in
grants to help those in need of home repairs due to her steadfast
efforts; and
WHEREAS, In her role as Town Clerk, Terry L. Yoder was responsible
for marrying countless couples, always ensuring they felt special and
comfortable during the process; and
WHEREAS, Outside of work, Terry L. Yoder had a love for children and
always helped those who were less fortunate; she had been both a
volunteer as well as an advocate for grant funding for the Unadilla
Community Food Pantry's annual Christmas Toy Giveaway for
underprivileged children; and
WHEREAS, The many hobbies and interests of Terry L. Yoder included
home decorating, furniture refinishing, gardening, cooking, shopping,
loving her horses, and entertaining family and friends; and
WHEREAS, Terry L. Yoder's commitment to excellence, and her spirit
of humanity, carried over into all fields of enterprise, including
charitable and civic endeavors; and
WHEREAS, Terry L. Yoder is survived by her children, her life
partner, and her many dear friends and colleagues; and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Terry L. Yoder leaves behind a legacy which will long endure
the passage of time and will remain as a comforting memory to all she
served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Terry L. Yoder, distinguished citizen, public
servant, and devoted member of her community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Terry L. Yoder.
