Establishing a plan setting forth an itemized list
of grantees for a certain appropriation for the
2025-26 state fiscal year for services and expenses,
grants or reimbursement of expenses incurred by
local government agencies and/or community-based
service providers, not-for-profit servicer providers
or their employees providing community public health
programs and services. Notwithstanding any provision
of law to the contrary, funds from this
appropriation may be suballocated or transferred to
any state department, agency, or authority to
effectuate the intent of this appropriation with the
approval of the temporary president of senate and
the director of the budget. Notwithstanding any
provision of law to the contrary, funds from this
appropriation shall be allocated only pursuant to a
plan (i) approved by the temporary president of the
senate and the director of the budget which sets
forth either an itemized list of grantees with the
amount to be received by each, or the methodology
for allocating such appropriation, and (ii) which is
thereafter included in a senate resolution calling
for the expenditure of such funds, which resolution
must be approved by the majority vote of all members
elected to the senate upon a roll call vote

RESOLVED, that pursuant to and as required by money appropriated
in section 1 of chapter 53 of the laws of 2025 which enacts the aid to
localities, local assistance account, year for services and expenses,
grants or reimbursement of expenses incurred by local government
agencies and/or community-based service providers, not-for-profit
service providers or their employees providing community public health
programs and services. Notwithstanding any provision of law to the
contrary, funds from this appropriation may be suballocated or
transferred to any state department, agency, or authority to
effectuate the intent of this appropriation with the approval of the
temporary president of senate and the director of the budget, funds
from this appropriation shall be allocated only pursuant to a plan
approved by the temporary president of the senate and the director of
the budget. Such plan shall set forth either an itemized list of
grantees with the amounts to be received by each, or the methodology
for allocating such appropriation, and thereafter included in a senate
resolution calling to the expenditure of such funds, which resolution
must be approved by a majority vote of all members elected to the
senate upon a roll call vote, in accordance with the following
schedule:
