    Application of this title

    Vehicle & Traffic (VAT) CHAPTER 71, TITLE 5, ARTICLE 18

    § 500. Application of this title. Except as otherwise expressly
    provided in this chapter, this title shall be exclusively controlling:

    a. Upon the licensing and regulation of drivers; and

    b. On their use of public highways.
