LEGISLATIVE RESOLUTION honoring Joan Dalton upon the occasion of her
designation as Deputy Marshal of the 17th Annual Bay Ridge St.
Patrick's Day Parade on March 28, 2010

WHEREAS, St. Patrick's Day is a time for people of all nationalities and
generations to assemble and celebrate the rich culture and heritage of
the Irish people throughout the United States; and
WHEREAS, A St. Patrick's Day parade reflects and records the ongoing
history of the United States and Ireland, and provides opportunity for
people of all generations to assemble in ethnic pride and pageantry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor Joan
Dalton upon the occasion of her designation as Deputy Marshal of the
17th Annual Bay Ridge St. Patrick's Day Parade to be held on Sunday,
March 28, 2010; and
WHEREAS, Joan Dalton can trace her Irish roots back to her mother's
family who hails from County Mayo; she also has ties to Killarney and
Wexford through her husband's family; and
WHEREAS, Born and raised in Manhattan, Joan Dalton began her career at
White and Case Law Firm on Wall Street as a paralegal; in 1976, she
changed career paths and began working in the Banking Industry with
Atlantic Bank of New York as a Trust and Estate Administrator, and later
as the Assistant Manager of their Brooklyn branch; and
WHEREAS, Joan Dalton joined Independence Community Bank (Sovereign
Bank) in 1981, as Branch Manager; in 2008, she joined Northfield Bank on
3rd Avenue in Bay Ridge as their Area Manager; and
WHEREAS, With 33 years of banking experience, Joan Dalton brings a
proven record of customer service in developing commercial and consumer
relationships; she is a licensed representative for SBLI Life and Health
insurance and is a New York Notary Public; and
WHEREAS, Despite her busy professional life, Joan Dalton has been
called upon to contribute her time and talents to countless civic and
charitable endeavors and has always given of herself unstintingly; and
WHEREAS, Joan Dalton is past President and current director of the
Colonial Club, Chairperson of the Bay Ridge Community Service Center,
member of the Advisory Board of The Guild for Exceptional Children,
Parliamentarian of the Bay Ridge Business and Professional Women's Club,
member of the Bay Ridge Real Estate Board and member of the Sun-B
Umbrella Network of Brooklyn; she is also the former Treasurer of the
Fifth Avenue Board of Trade; and
WHEREAS, A woman of singular distinction, Joan Dalton has continually
demonstrated extreme competence, extraordinary intelligence, and dili-
gent leadership in her unwavering service to her community and profes-
sion, and consequently has been honored by the Fifth Avenue Board of
Trade and received the 2009 Civic Award from the Merchants of Third
Avenue; and
WHEREAS, Rare indeed is the occurrence of such a compassionate blend-
ing of strength, intellect and commitment as that demonstrated by Joan
Dalton over a lifetime of sacrifice and dedication to others; and
WHEREAS, With her throughout have been her husband, Bill, their three
sons, and their three grandchildren, all of whom feel privileged to be a
part of her life and rejoice in her achievements; and
WHEREAS, A fitting choice for Deputy Marshal of the 17th Annual Bay
Ridge St. Patrick's Day Parade, Joan Dalton embodies the spirit and the
cherished ideals and values of Irish-Americans of this great State and
Nation; and

WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Joan Dalton upon the occasion of her designation as the Deputy
Marshal of the 17th Annual Bay Ridge St. Patrick's Day Parade on March
28, 2010; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Joan Dalton.
