LEGISLATIVE RESOLUTION honoring Warren F. Kaiser upon the occasion of
his designation for special recognition by the Rockland County American
Legion on March 27, 2010
WHEREAS, It is the practice of this Legislative Body to recognize the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those individ-
uals who devote themselves to the welfare of the community and its citi-
zenry; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Warren F. Kaiser upon the occasion of his designation for special recog-
nition by the Rockland County American Legion; and
WHEREAS, Warren F. Kaiser will be recognized by the members of the
Rockland County American Legion on Saturday, March 27, 2010, at
Krucker's Catering and Picnic Grove, Pomona, New York; and
WHEREAS, As Commander of the Rockland County American Legion, Warren
F. Kaiser has continually demonstrated extreme competence, extraor-
dinary intelligence and diligent leadership in his unwavering service to
both his community and profession and has been designated for special
honor; and
WHEREAS, Warren F. Kaiser joined the USAF in 1973, and served on
active duty until 1977; he was an Automatic Flight Control Systems
Specialist and a Forward Ground Communications Specialist; his tour of
duty took him from the United States to Southeast Asia, and to Central
America; he separated from Active Duty in 1977, with the rank of E-5
Staff Sergeant; and
WHEREAS, From 1977 to 2001, Warren F. Kaiser was in the active Air
Force Reserves at McGuire AFB NJ; in September of 1990, he was called up
to active duty for Desert Shield & Desert Storm; as a Master Sergeant,
and a Master Aircraft Navigation Systems Specialist, he was assigned to
the elite 438th Combat Support Group as a Senior NCOIC of a Blue Ribbon
Aircraft Combat Recovery Team; and
WHEREAS, During Desert Shield & Desert Storm, MSGT Kaiser led his team
on 16 successful recovery missions of battle damaged and, or broken
aircraft; the aircraft recovery missions took him and his team to:
Greenland, Southwest Asia, South Africa, South & Central America, and
different bases throughout the United States; and
WHEREAS, Warren F. Kaiser has an Associate's degree in Aerospace Tech-
nology from the University of Southern Illinois, and a Bachelor's degree
in Airport Management from Embry-Riddle Aeronautical University; and
WHEREAS, Warren F. Kaiser has been a Legionnaire for 20 years and is a
member of the American Legion John M. Perry Post No. 1044, Sparkill, New
York; he has held the following Offices on both the Post and County
levels, including: Rockland County American Legion Commander,
2007-2009; Rockland County American Legion Finance Officer, 2005-2007;
Rockland County American Legion Adjutant, 2004-2007; Rockland County
American Legion Vice Commander, Orangetown, New York, 1996-1997; John M.
Perry Post No. 1044, Sparkill, New York, Post Commander for 10 terms,
1995-1997, 1998-1999, and 2000-2007; and
WHEREAS, Currently, Warren F. Kaiser is Rockland County American
Legion Membership Chairman; he is also a fundraising co-chairman on the
RCAL Committee to Elect Fang Wong for National Commander, 2011-2012; he
also serves on the Committee to elect the Department of New York State
leading candidate, V. James Troiola, as the Department of New York State
American Legion Commander, 2010-2011; and
WHEREAS, In addition, Warren F. Kaiser completed The American Legion
Extension Course in March of 2002; he is a graduate of the Department of
New York State American Legion College, Class of 2008; he is also a
graduate of the National American Legion College, Class of 2009; and
WHEREAS, Moreover, Warren F. Kaiser is a member of numerous associ-
ations and fraternal organizations including: The National American
Legion College Alumni Association (NALCAA), The American Legion College
of New York Alumni Association, The Rockland County Veterans Coordinat-
ing Council, 514th Military Airlift Wing Alumni Association, 438th
Combat Support Group Alumni Association, and the American Association of
Airport Executives (AAAE); he is also a life member of the Air Force
Sergeants Association; and
WHEREAS, Warren F. Kaiser is a Free & Accepted Mason at the Stony
Point Waywayanda Lodge No. 313 in Sparkill, New York; he is also a Char-
ter Member and the Adjutant of the Barry R. Cox Sr. Post No. 57, Masonic
War Veterans, in Sparkill, New York; furthermore, he is a member of The
Shriners International, and a Noble Shriner of Mecca No. 1, New York,
New York; and
WHEREAS, Professionally, Warren F. Kaiser has been employed for the
last 30 years by the New York, New Jersey Port Authority Aviation Divi-
sion; he has worked at LaGuardia International Airport, and JFK Interna-
tional Airport as an Airport Operations Agent; for the last 20 years,
has has been assigned to Newark Liberty International Airport as a
Senior Airport Operations Agent; he is a past Shop Steward and a very
active member of The Transportation Workers Union of America Local 1400;
and
WHEREAS, In 2009, Warren F. Kaiser earned, and was awarded the title
of "Double ACE" (Airport Certified Employee) by the American Association
of Airport Executives (AAAE); due to the intensive training and testing,
and the high failure rate, this course has been previously reserved only
to the Port Authority Senior Field Supervisors and Middle and Upper
Management; he was also extensively trained, tested and certified by the
American Association of Airport Executives (AAAE) in "Airport Operations
and Airport Security"; he is thus, so far, the first and only member in
the TWU Local 1400 Aviation Division to have earned and been awarded the
title of "Double ACE"; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Warren F. Kaiser has stood constant
in dignity, good grace and humor; and
WHEREAS, With him throughout have been his wife of 30 years, Kathy,
their children, Lilly (Chris) Clegg and Elise Kaiser, and their grand-
son, Aiden, all of whom feel privileged to be a part of his life and
rejoice in his achievements; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Warren F. Kaiser has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Warren F. Kaiser upon the occasion of his designation for special
recognition by the Rockland County American Legion on March 27, 2010;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Warren F. Kaiser.
