LEGISLATIVE RESOLUTION commending Paul Levine and Carmen Collado of The
Jewish Board of Family and Children's Services upon the occasion of
working to solve the issue of the social worker shortage in the State of
New York

WHEREAS, It is the sense of this Legislative Body to recognize that the
quality and character of life in the communities across New York State
are reflective of the concerned and dedicated efforts of those organiza-
tions and individuals who would devote themselves to the welfare of the
community and its citizenry; and
WHEREAS, This Legislative Body is justly proud to commend Paul Levine
and Carmen Collado of The Jewish Board of Family and Children's Services
upon the occasion of working to solve the issue of the clinical social
worker shortage in the State of New York; and
WHEREAS, The Jewish Board of Family and Children's Services (JBFCS)
has been a trailblazer in treating family and mental health problems for
more than 110 years; today, JBFCS is one of the nation's largest and
most respected nonprofit mental health and social service agencies; and
WHEREAS, JBFCS serves over 65,000 New Yorkers annually from all reli-
gious, ethnic, and economic backgrounds through a comprehensive range of
185 community-based programs, residential facilities, and day-treatment
centers; and
WHEREAS, Paul Levine, LCSW, is the CEO and Executive Vice President of
the Jewish Board of Family and Children's Services; he has been affil-
iated with JBFCS for more than 25 years and is a leading advocate for
children; he is also president of the New York State Coalition of Chil-
dren's Mental Health Services, and a member of the board of the Coali-
tion of Family and Child Caring Agencies, the Human Services Council,
and the Coalition of Behavioral Health Agencies; and has demonstrated
vision and leadership in public policy work to address workforce and
licensing issues in the social work profession; and
WHEREAS, Carmen Collado, LCSW, is Director of Public Policy and Legis-
lative Affairs, and also Director of Immigrant Services and
Latino/Hispanic Services at Jewish Board of Family and Children's
Services; she is also Prsident of the Association of Hispanic Mental
Health Professionals (AHMHP) whose mission includes advocacy on behalf
of the mental health and social work professions; and
WHEREAS, On behalf of JBFCS, Ms. Collado collaborates with leaders of
New York's Hispanic human services community to inform and educate
regarding policy on Latinas and suicide; high school, college and gradu-
ate school dropout rates; and racial, ethnic and linguistic diversity in
higher education; her public policy work includes collaboration with
elected officials, key policymakers and coalitions to support mental
health and social services; and
WHEREAS, It is the sense of this Legislative Body to publicly recog-
nize those extraordinary individuals who have made contributions to the
success and progress of society in the course of their life's work; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Paul Levine and Carmen Collado of The Jewish Board of Family and
Children's Services upon the occasion of working to solve the issue of
the social worker shortage in the State of New York; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to Paul Levine, Carmen Collado and to the Board of Trustees of
JBFCS.
