LEGISLATIVE RESOLUTION honoring the members of the Troop E Operation
IMPACT Detail upon the occasion of the detail's designation as the
recipient of this year's Unit Citation Award at the 34th Annual New York
State Police Awards Day Ceremony on May 20, 2010

WHEREAS, The quality and sanctity of community life are cherished
values, worthy of safeguarding; this Legislative Body is moved to honor
those who preserve and protect such values, lauding particularly their
unwavering courage and dedication in the daily performance of their
duties; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor the
members of the Troop E Operation IMPACT Detail upon the occasion of the
detail's designation as the recipient of this year's Unit Citation Award
at the 34th Annual State Police Awards Day Ceremony, held at the New
York State Police Academy in Albany on Thursday, May 20, 2010; and
WHEREAS, The Troop E Operation IMPACT Detail has operated on a part-
time basis since 2002 and full-time since April 2008 at which time the
Operation became a detail to which 10 members were assigned on a perma-
nent basis; continually from that time alterations have been made to
members' schedules, often changing pass days and times of shift; and
WHEREAS, Most work days are afternoon/evening and on weekends and, for
designated periods during the summer, totaling 12 weeks, Uniform Troop-
ers and/or Monroe County Sheriff's Deputies are teamed with officers of
the Rochester Police Department; the remaining 40 weeks, Uniform Members
work separately utilizing the latest information concerning crime trends
from the Monroe County Analysis Center (MCAC); and
WHEREAS, The presence of the members of the Troop E Operation IMPACT
Detail on the streets actively enforcing the Vehicle and Traffic Law
(V&T) statutes has led to a decrease in shooting incidents; and
WHEREAS, Detail members' participation in the Partners Against
Violence Everywhere program of T.I.P.S. (Trust, Information, Programs,
and Services) has been well-received by Rochester residents and often
receives words of praise and thanks from the Mayor and Police Chief as
well; and
WHEREAS, The troopers on this detail train and work with members of
the Rochester Police Department Tactical Unit during joint details, and
are partnered with other troopers on daily patrols combating violent
crime in the most violent sections of the city; and
WHEREAS, The effectiveness of the Troop E Operation IMPACT Detail is
clearly shown by double digit drops in homicides and firearms related
violence as a result of their efforts; and
WHEREAS, During 2009, detail members continued their aggressive
enforcement in the designated high crime areas and again affected a
double digit drop in homicides and firearms related crimes, made numer-
ous large drug seizures, and removed over 20 illegal firearms from the
streets; and
WHEREAS, The effectiveness of this detail over the past several years
is clearly evident by not only the drop in the crime rate, but is also
seen on the streets and street corners where the open air drug markets
used to be, but are now quiet; and
WHEREAS, In 2009, detail members made 243 felony arrests, 880 misde-
meanor arrests, 591 drug interdiction arrests, 93 DWI arrests, and 5,820
Vehicle and Traffic Law arrests; and
WHEREAS, In keeping with the finest traditions of the New York State
Police, the members of the Troop E Operation IMPACT Detail have distin-
guished themselves by their exemplary achievement and outstanding

performance on behalf of the community they so faithfully and coura-
geously serve; and
WHEREAS, The dedicated efforts of public servants, such as the members
of the Troop E Operation IMPACT Detail, who unselfishly devote their
lives to the preservation of order and the protection of others are
worthy of the full praise of this Legislative Body and the people of the
State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor the members of the Troop E Operation IMPACT Detail upon the occa-
sion of the detail's designation as the recipient of this year's Unit
Citation Award at the 34th Annual New York State Police Awards Day Cere-
mony on May 20, 2010; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the Troop E Operation IMPACT Detail.
