LEGISLATIVE RESOLUTION honoring James C. Moore and Rene Reixach upon the
occasion of their designation as recipients of the Leadership Award by
the Empire Justice Center on May 19, 2011

WHEREAS, It is the practice of this Legislative Body to take note of and
publicly acknowledge those exemplary individuals whose purposeful lives
and distinguished careers have been committed to bettering the quality
of life in this great Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
James C. Moore and Rene Reixach upon the occasion of their designation
as recipients of the Leadership Award by the Empire Justice Center with
a celebration to be held at The Strathallan in Rochester, New York, on
Thursday, May 19, 2011; and
WHEREAS, The inaugural honorees, James C. Moore and Rene Reixach, are
both Empire Justice Center's founding Board of Directors Chairmen; and
WHEREAS, This auspicious award is given to individuals who have made
significant contributions to the Empire Justice Center, as well as those
instrumental in the vital efforts of ensuring access to justice for
low-income New Yorkers; and
WHEREAS, Empire Justice Center is a statewide legal services organiza-
tion with offices in Rochester, Albany, White Plains and Central Islip;
its mission is to protect and strengthen the legal rights of people in
New York State who are poor, disabled or disenfranchised; and
WHEREAS, Empire Justice Center is successful in its mission through
systems change advocacy, training and support to other advocates and
organizations, and high quality direct civil legal representation; and
WHEREAS, Rene Reixach is a partner at Woods Oviatt Gilman and an
active member in the Elder Law Section of the New York State Bar Associ-
ation; he served as first Board Chair at the time the Greater Upstate
Law Project and the Public Interest Law Office of Rochester merged to
create better efficiencies, eliminate duplication and streamline
services to the Rochester Area community; and
WHEREAS, James C. Moore is a former President of the New York State
Bar Association and a retired partner at Harter Secrest and Emery; his
oversight and leadership through the creation of the Empire Justice
Center is highly commendable; and
WHEREAS, Rare indeed is the impressive dedication shown by individuals
for the benefit of others which James C. Moore and Rene Reixach have
displayed throughout their lives; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor James C. Moore and Rene Reixach upon the occasion of their desig-
nation as recipients of the Leadership Award by the Empire Justice
Center on May 19, 2011; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to James C. Moore and Rene Reixach.
