LEGISLATIVE RESOLUTION commending Joseph and Joyce Mattera upon the
occasion of their 30th Anniversary in the Ministry, to be celebrated on
Saturday, January 29, 2011

WHEREAS, The character and richness of religious and community life in
this noble Empire State is nourished and fulfilled through the faithful
concern and selfless devotion of those who would commit their energies
and purpose to the ministry of others; and
WHEREAS, It is the sense of this Legislative Body to bring full recog-
nition and just tribute to those individuals who distinguish themselves
and the ministry through their unremitting commitment and preeminence of
service; and
WHEREAS, This Legislative Body is justly proud to commend Joseph and
Joyce Mattera upon the occasion of their 30th Anniversary in the Minis-
try, to be celebrated on Saturday, January 29, 2011, in Brooklyn, New
York; and
WHEREAS, Pastor Joyce Mattera is the Founder and Executive Director of
Children of the City (COC), a community-based organization formed to
address the academic and social needs of children in southwest Brooklyn;
in 1981, while hosting a one-day children's event in Sunset Park, Brook-
lyn, she became appalled at the conditions of the children in attend-
ance, many of whom were poorly clothed, hungry for food and care, and
some clearly the victims of abuse and neglect; and
WHEREAS, Pastor Joyce Mattera galvanized every resource available in
order to respond to the needs of these children; with the help of many
community volunteers, she visited the homes of hundreds of children,
assessing their needs and referring them to various services, as well as
facilitating their attendance at a weekly prevention program which she
initiated; the organization grew steadily and for over 20 years has been
working with over 1000 children annually, making 800 home visits each
month and providing the children with much-needed services; and
WHEREAS, Bishop Joseph Mattera has been in full-time ministry since
1980 and is currently the Presiding Bishop of Christ Covenant Coalition
and Overseeing Bishop of Resurrection Church in New York, a multiethnic
congregation of 40 nationalities that has successfully developed numer-
ous leaders and holistic ministry in the New York region and beyond; and
WHEREAS, Possessing a Doctor of Ministry degree in Biblical Worldview
from Bakke Graduate University, Bishop Joseph Mattera's passion is to
see the Lordship of Christ revealed in every realm of society so the
Church can fulfill the Cultural Mandate of Genesis 1:28; this has
resulted in extensive ministry nationally and internationally, reaching
out to many nations of the world, including the former Soviet Union,
Bulgaria, Turkey, Puerto Rico, the Dominican Republic, Honduras,
Holland, the Ukraine, Canada, Mexico, Cuba, Russia, and Argentina, as
well as many of the states in America; and
WHEREAS, In November of 1999, Bishop Joseph Mattera founded City
Covenant Coalition (presently known as Christ Covenant Coalition), a
network of bishops, clergy, and marketplace leaders; this organization
has come together to build the Body of Christ and work for citywide,
national and global transformation; it has since become one of the larg-
est and most influential clergy groups in the greater New York region;
and
WHEREAS, In recognition of his years of faithful service and signif-
icant influence, numerous local and national bishops and apostolic lead-
ers consecrated Joseph Mattera to the Office of Bishop on April 29,
2006; and

WHEREAS, Bishop Joseph and Pastor Joyce Mattera have brought to their
ministry an overwhelming spirit of charity and compassion, acting from
vision and enlightenment in conducting their administrative and spiritu-
al duties, while always displaying the highest standards of personal and
professional integrity and dedication; and
WHEREAS, With them throughout have been their five children, all of
whom feel privileged to be a part of their lives and rejoice in their
achievements; and
WHEREAS, These distinguished people of God have always given enlight-
enment, guidance and wisdom to the many entrusted to their care and have
administered abundantly and unstintingly to the spiritual and corporal
needs of all; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, it is appropriate to publicly and jubilantly proclaim and commend
those individuals for the edification of others; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Joseph and Joyce Mattera upon the occasion of their 30th Anni-
versary in the Ministry, to be celebrated on Saturday, January 29, 2011,
noting their unremitting and compassionate faith and their exemplary
service to God, man, and their community, and extending to them the
heartfelt best wishes of this Legislative Body for a future of purpose-
ful success and well-being; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Joseph and Joyce Mattera.
