LEGISLATIVE RESOLUTION commending Albany County Executive Michael G.
Breslin upon the occasion of his designation for special recognition for
his dedication to the County of Albany, New York
WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives, public service and civic endeavors serve to
enhance the stature of the State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Albany County Executive Michael G. Breslin upon the occasion of his
designation for special recognition for his dedication to the County of
Albany, New York; this auspicious occasion will be celebrated at the
2011 Annual Town of Colonie Awards Ceremony, to be held on Thursday,
June 2, 2011, at the Desmond, 660 Albany Shaker Road in Albany, New
York; and
WHEREAS, A lifelong resident of Albany County, Michael G. Breslin
began serving as Albany County Executive in 1995 after being appointed
by the Albany County Legislature to fill a vacancy; he was later elected
to a full term in 1995 and then reelected in 1999, 2003 and 2007; and
WHEREAS, Michael G. Breslin was president of his graduating class at
Vincentian Institute, a three-sport varsity athlete, and recipient of
the Thom McAn Award as the outstanding scholastic football player in the
area; and
WHEREAS, Appointed to the United States Military Academy at West Point
in 1957, Michael G. Breslin played intercollegiate football, basketball
and baseball, and graduated in the top quarter of his class; and
WHEREAS, Upon graduation from the United States Military Academy,
Michael G. Breslin was commissioned a Second Lieutenant in the Infantry;
after completing Airborne and Ranger schools, he served three years in
the 82nd Airborne Division, where he was platoon leader and infantry
company commander; and
WHEREAS, An infantry company commander in the 4th Infantry Division,
Michael G. Breslin served a year in Vietnam and was honorably discharged
in 1969 as a Major in the United States Army; his decorations include
the Meritorious Service Medal, the Bronze Star Medal and Combat Infantry
Badge; and
WHEREAS, Active for more than 20 years on the board of Hospitality
House, a residential drug treatment facility, Michael G. Breslin also
served for 13 years as attorney to Saint Anne Institute, a facility for
adolescent girls, and for seven years on the board of LaSalle School for
Boys; he also coached community youth baseball and softball teams for
more than 10 years; and
WHEREAS, In addition, Michael G. Breslin was a member of the Albany
County Vietnam Veterans' Memorial Committee, and has served on the
United States service academy nominating committees for more than 25
years; he is also a member of the American Legion and the Veterans of
Foreign Wars; and
WHEREAS, As Albany County Executive, Michael G. Breslin has been a
leader in the area of long term care; he was the first recipient of the
annual NY Connects Excellence in Leadership Award in 2007, presented by
the New York State Office for the Aging and the New York Association of
Counties for his efforts to reform long term care in Albany County; he
has also been instrumental in improving Albany County's Department for
Youth, Children and Families, as well as being at the forefront of
assisting Albany's veterans; and
WHEREAS, In the facilities management area, as Albany County Execu-
tive, Michael G. Breslin has led several initiatives to improve the
county's infrastructure to enhance service delivery for residents and to
establish a secure working environment for employees; he has also been
dedicated to ensuring safe roadways and bridges; and
WHEREAS, In addition, Albany County Executive Michael G. Breslin has
made energy efficiency a priority and has been committed to preserving
open spaces in Albany County; he has also made significant improvements
in the efficiency of Albany County government via the use of technology
and shared services; and
WHEREAS, A graduate of the University of Toledo Law School where he
was Editor in-Chief of the Law Review, Michael G. Breslin graduated
first in his class in 1971; he was an attorney in private practice in
Albany for more than 20 years, first with the firm of DeGraff, Foy,
Conway, Holt-Harris and Mealey, and for more than a decade in the firm
Breslin, Breslin and Breslin; and
WHEREAS, Firmly believing that county government's role is to help
people and make Albany County a better place to live, Michael G. Breslin
has continuously strived to find better ways to serve the people of
Albany County; he has rendered faithful, conscientious and valuable
public service to the County of Albany and State of New York, serving
with loyalty, honor and distinction; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Albany County Executive Michael G. Breslin upon the occasion of
his designation for special recognition for his dedication to the County
of Albany, New York; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Albany County Executive Michael G. Breslin.
