LEGISLATIVE RESOLUTION honoring author of the Peruvian American Photo-
Journalism Exposition "Human Rights in Peru," Oscar Medrano Perez, upon
the occasion of his designation for special recognition in New York
State on July 20, 2012

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Oscar Medrano Perez, in his 50 years as a photo-journalist,
has given not only of his time and energies but also of his competence,
intelligence and leadership and consequently has been designated for
special honor; and
WHEREAS, This Legislative Body is justly proud to honor author of the
Peruvian American Photo-Journalism Exposition "Human Rights in Peru,"
Oscar Medrano Perez, upon the occasion of his designation for special
recognition; and
WHEREAS, The opening ceremony of the Peruvian American Photo-Journal-
ism Exposition "Human Rights in Peru," will be held at the Cervantes
Institute of New York, on Friday, July 20, 2012; and
WHEREAS, Oscar Medrano Perez is an award winner and longtime photogra-
pher from CARETAS MAGAZINE based in Lima, Peru; and
WHEREAS, Since 1962, Oscar Medrano Perez has worked in Lima with many
newspapers and magazines such as EL DIARIO CORREO, DIARIO EL COMERCIO,
and since 1979 with CARETAS MAGAZINE; and
WHEREAS, Oscar Medrano Perez has worked extensively in covering issues
of politics, human rights abuses, violence and internal conflicts that
devastated Peru during the 1980s; and
WHEREAS, Oscar Medrano Perez has been called upon to contribute his
time and talents to countless civic and charitable endeavors and has
always given of himself unstintingly; and
WHEREAS, Oscar Medrano Perez has covered various dangerous assignments
involved in zones of conflict and other precarious areas and he was able
to capture first hand the atrocities and violence that engulfed the
small villages of Peru during the 1980s and 1990s; and
WHEREAS, Currently, Oscar Medrano Perez is a primary advocate photo-
journalist in "Nunca Mas" pacific movement to stop armed violence and
human rights abuses and he strongly believes that this story should
continue to be told so as not to repeat again in Peru and other areas of
the world; and
WHEREAS, The chairperson of the National Association of Photo-journal-
ists in Peru, Oscar Medrano Perez has worked hard to unify the photo-
journalists in Peru and he has received awards from United Press Inter-
national, and human rights organizations such as National Human Rights
Coordinating Committee, an umbrella organization with more than 50 human
rights organizations across Peru; and
WHEREAS, Moreover, Oscar Medrano Perez has received recognition from
Lucanamarca Town in Ayacucho, one of the devastated Peruvian communities
he has touched through his remarkable work; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Oscar Medrano Perez has stood
constant in dignity, honesty and good grace; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Oscar Medrano Perez has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their

profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor author of the Peruvian American Photo-Journalism Exposition "Human
Rights in Peru," Oscar Medrano Perez upon the occasion of his desig-
nation for special recognition on July 20, 2012; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Oscar Medrano Perez.
