LEGISLATIVE RESOLUTION memorializing Governor Andrew M. Cuomo to declare
February 22, 2011, as Spay Day in the State of New York

WHEREAS, It is the sense of this Legislative Body to recognize and
appreciate the service, companionship, loyalty and happiness pets bring
to the lives of their owners; and
WHEREAS, This Legislative Body is justly proud to memorialize Governor
Andrew M. Cuomo to declare February 22, 2011, as Spay Day in the State
of New York, in conjunction with National Spay Day; and
WHEREAS, Pets provide companionship in more than 71 million United
States households, and studies have shown owning a pet can provide a
variety of health benefits; and
WHEREAS, There is a need for responsible pet owners to help control
pet overpopulation by having their pets spayed or neutered, which has
been shown to dramatically reduce the overpopulation of pets, and save
animals' lives and taxpayer dollars; and
WHEREAS, Veterinarians, national and local animal protection organiza-
tions, and private citizens are working together to educate the public
about spay and neuter programs and offering financial assistance; and
WHEREAS, Past Spay Day efforts have led to the successful spaying and
neutering of tens of thousands of pets and feral cats, and helped
support low-cost neutering of more than 9,000 pets in Chemung County
since 2003; and
WHEREAS, Many shelters and organizations throughout the State of New
York have volunteered their efforts to join together in order to advo-
cate the spaying and neutering of their pets on "Spay Day"; now, there-
fore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
memorialize Governor Andrew M. Cuomo to declare February 22, 2011, as
Spay Day in the State of New York; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to The Honorable Andrew M. Cuomo, Governor of the State of New
York.
