LEGISLATIVE RESOLUTION honoring Joan P. Arnold upon the occasion of her
designation as recipient of the Stanley Schear Leadership Award

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Joan P. Arnold has given not only of her time and energies
but also of her competence, intelligence and leadership and consequently
has been designated for special recognition; and
WHEREAS, This Legislative Body is justly proud to honor Joan P. Arnold
upon the occasion of her designation as recipient of the Stanley Schear
Leadership Award for building and managing affordable housing in north-
ern Westchester County for older adults, disabled individuals and
single-parent families for more than 25 years; and
WHEREAS, The Stanley Schear Leadership Award was initiated to honor
Schear, a leading advocate for affordable housing who passed away in
2006 and had been the coalition's long-time Chairman and guiding spirit;
and
WHEREAS, Joan P. Arnold, with a Bachelor of Arts and Master of Arts
from Columbia University is the co-founder and executive director of
A-HOME; and
WHEREAS, A-HOME has developed 13 properties with 17 houses, and was
one of the first to bring affordable housing to communities such as
Chappaqua, South Salem and Pound Ridge; and
WHEREAS, Most of the buildings provide shared housing where each
person or family has its own room and share a living room, dining room
and kitchen; other units are multifamily dwellings, each with three or
four apartments; and
WHEREAS, In addition, Joan P. Arnold created a 26-member coalition of
faith communities from across the county's northern region to help
A-HOME and to offer ongoing volunteer support to its residents; and
WHEREAS, Joan P. Arnold's commitment to personal and professional
growth is a hallmark of her administrative abilities; staff development
and positive work atmosphere are a priority; staff meetings blend
addressing organizational issues with acknowledging personal accomplish-
ments; camaraderie is second only to professional expertise; and
WHEREAS, Under Joan P. Arnold's leadership, A-HOME grows steadily, one
house at a time, giving low-income older adults, disabled individuals
and single parent families the opportunity to live safely and afford-
ably; and
WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Joan P. Arnold has stood constant in
dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Joan P. Arnold has displayed
throughout her life; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Joan P. Arnold upon the occasion of her designation as recipient
of the Stanley Schear Leadership Award; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Joan P. Arnold.
