LEGISLATIVE RESOLUTION commending Dr. James O. Marshall, DVM, upon the
occasion of his designation as recipient of the 2014 Champion of Inde-
pendence Award by the ARISE Foundation

WHEREAS, In the course of the evolving development of this Empire State,
when the ingredients of shared concern and responsive endeavor combine
in commitment to community, there emerge among the distinguished citi-
zenry of the State of New York, certain individuals who warrant special
recognition; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Dr. James O. Marshall, DVM, upon the occasion of his designation as
recipient of the 2014 Champion of Independence Award by the ARISE Foun-
dation; he will be honored at a special celebration on Wednesday, April
9, 2014, at the Double Tree Hotel, East Syracuse, New York; and
WHEREAS, ARISE is a consumer-controlled, non-profit Independent Living
Center in Central New York that promotes the full inclusion of people
with any type of disability in the community by removing barriers,
sustaining needs, and strengthening skills; and
WHEREAS, The ARISE Foundation works assiduously to ensure that this
vital organization has the necessary resources to provide its unique
services; and
WHEREAS, Dr. James O. "Doc" Marshall, DVM, is a well-respected veteri-
narian and cherished member of the Central New York community; and
WHEREAS, In 1998 Dr. James O. Marshall presented ARISE with an
extraordinary gift: a 77-acre working horse farm which led to the
creation of ARISE at the Farm, an accessible, inclusive recreation
center located in Chittenango, New York, that offers a variety of recre-
ational activities, including therapeutic horseback riding, summer
camps, an accessible fishing pond, and a high ropes course, focused on
the needs and interests of individuals with disabilities; and
WHEREAS, Dr. James O. Marshall, through his act of remarkable and
inspired generosity, has enhanced the lives of thousands of individuals
in Central New York; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown a
long and sustained commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Dr. James O. Marshall, DVM, upon the occasion of his designation
as recipient of the 2014 Champion of Independence Award by the ARISE
Foundation; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. James O. Marshall.
