LEGISLATIVE RESOLUTION honoring Dr. Theresa A. Pardo upon the occasion
of her designation as recipient of the Rockefeller College Distinguished
Service Award by the Rockefeller College of Public Affairs and Policy

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Dr. Theresa A. Pardo has given not only of her time and ener-
gies but also of her competence, intelligence and leadership and conse-
quently has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Dr. Theresa A.
Pardo upon the occasion of her designation as recipient of the Rockefel-
ler College Distinguished Service Award by the Rockefeller College of
Public Affairs and Policy, to be celebrated at its 2014 Alumni Dinner
and Awards Ceremony on Friday, May 16, 2014, at the New York State Muse-
um, Albany, New York; and
WHEREAS, Each year, Rockefeller College of Public Affairs and Policy
honors individuals such as Dr. Theresa A. Pardo, for their outstanding
contributions in the areas of political science, public administration,
leadership, and continuing professional development; and
WHEREAS, Dr. Theresa A. Pardo is director of the Center for Technology
in Government and holds research professorships appointments at the
Rockefeller College of Public Affairs and Policy and the College of
Computing and Information, at the University at Albany; and
WHEREAS, In addition, she is co-developer of the top ranked program in
Government Information Strategy and Management offered by the Department
of Public Administration and Policy at Rockefeller College; and
WHEREAS, Under the luminous direction of Dr. Theresa A. Pardo, the
Center works closely with government, civil society and industry teams
in the United States and around the world to carry out applied research
and problem solving projects focused on the intersections of policy,
management, and technology in the governmental context; and
WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Dr. Theresa A. Pardo has stood
constant in dignity, good grace and humor; and
WHEREAS, Dr. Theresa A. Pardo serves as Open NY Advisor to New York
State's Governor, and was recently appointed International Advisor to
the E-Government Committee for the China Information Association; she
also serves as President of the Digital Government Society, a global
multi-disciplinary organization of scholars and practitioners interested
in the development and impacts of digital government; and
WHEREAS, Furthermore, Dr. Theresa A. Pardo serves on numerous national
and international advisory and editorial boards, some of which include,
Government Information Quarterly, the US Government Accountability
Office Executive Council on Information, Management and Technology, and
the Data Center for Applied Research in Social Sciences at Centro de
Investigacion y Docencia Economicas (CIDE) in Mexico City; and
WHEREAS, Dr. Theresa A. Pardo is also a Senior Advisor to the Informa-
tion Research Institution, State Information Center in China, and is a
member of the Board of Champions Working Group for the NYS STEAM Girls
Collaborative; and
WHEREAS, Working in collaboration with colleagues from around the
world and across sectors and disciplines, Dr. Theresa A. Pardo has
published over 120 articles, research reports, practice guides, book
chapters and case studies; she has received numerous awards and acco-
lades for her work including Best Journal and Conference Paper Awards

for her published work, and the University at Albany's Excellence in
Teaching Award; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Dr. Theresa A. Pardo has displayed
throughout her life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Theresa A. Pardo upon the occasion of her designation as
recipient of the Rockefeller College Distinguished Service Award by the
Rockefeller College of Public Affairs and Policy; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Theresa A. Pardo.
