LEGISLATIVE RESOLUTION honoring the memory of the deceased members of
the New York State Legislature, in recognition of their distinguished
lives and careers in public service

WHEREAS, It is the sense of this Legislative Body that the quality and
character of life in this great Empire State is indelibly enriched by
the faithful and caring efforts of those outstanding individuals who
would devote their lives to public service; and
WHEREAS, This Legislative Body, representing the people of the State
of New York, is moved this day to pay just tribute to the distinguished
lives and careers of the deceased members of the New York State Legisla-
ture, and to honor the memory of these prominent citizens whose purpose-
ful careers and worthy endeavors contributed to the quality and charac-
ter of life in their communities; and
WHEREAS, Deceased members of the New York State Legislature include:
Samuel Bea, Jr., Justice John T. Buckley, Morton Hillman, Vincent A.
Marchiselli, Richard C. Ross, and Murray Weinstein; and
WHEREAS, Born in Harlem in 1932, Samuel Bea, Jr. ably served as a New
York State Assemblyman representing the 83rd AD from 1996 through 2000;
this two-term lawmaker was best known as District Manager of Community
Board 12 for 30 years; and
WHEREAS, Well-known as a people person with an engaging leadership
style, Samuel Bea, Jr. was most proud of his work as a community advo-
cate, serving the communities of Olinville, Wakefield, and Bronx Park
East, prior to being elected to the Assembly; and
WHEREAS, Samuel Bea, Jr. was the loving husband of Victoria Bea;
predeceased by his son, Stephen, he was the proud father of a daughter,
Kim Bea-Anderson; he died on August 21, 2013, at the age of 80; and
WHEREAS, Born on February 8, 1936, in Utica, New York, The Honorable
John T. Buckley served with distinction as a New York State Assemblyman
representing the 116th AD, Oneida County, from 1967 through 1972; and
WHEREAS, Upon his election in 1979 as Judge of Oneida County Court,
Justice John T. Buckley began his distinguished judicial career; he
served on that bench until 1994, when he was elected a Justice of the
Supreme Court, 5th Judicial District; and
WHEREAS, John T. Buckley is survived by his wife, Blanche Casey Buck-
ley; daughter and son-in-law, Loretta Buckley (E.J.) Malakie; son, John
(Jack) T.C. Buckley; and grandchildren, Lucy Buckley-Vickers and Declan
Buckley Malakie, as well as one sister, Margaret Buckley; he died on
September 24, 2013, at the age of 77; and
WHEREAS, Born in 1926, Morton Hillman was a musician who played cornet
and trumpet; he served in the USO during World War II and later became a
member of the Tommy Dorsey Orchestra; and
WHEREAS, In the early 1960s, Morton Hillman settled in the
Beechhurst/Whitestone section of Queens; a community leader, he repres-
ented the 26th AD from 1987-1992; and
WHEREAS, Morton Hillman is survived by his wife, Ruth, his two chil-
dren, Lois and William, and his grandchildren, Oren, Eitan, and Sharon,
as well as his great-granddaughter, Madeline; he died on February 3,
2014, at the age of 88; and
WHEREAS, Vincent A. Marchiselli was born on August 18, 1928, in the
Bronx; a resident of the Woodlawn section, he represented the 86th AD;
serving from 1975 through 1984, he campaigned for subway safety and
against illegal dumping of toxic waste; and
WHEREAS, As an Assemblyman, Vincent A. Marchiselli opened a storefront
in the Bronx where he helped hundreds of constituents receive food

stamps, form tenant groups, fill out forms, and campaign for better city
services; and
WHEREAS, Vincent A. Marchiselli was the loving husband of Eunice
Marchiselli; he died on November 29, 2013, at the age of 85; and
WHEREAS, Born in the Bronx, on May 5, 1927, Richard C. Ross repres-
ented the 88th AD from 1973 through 1982; and
WHEREAS, Prior to his service to the New York State Assembly, Richard
C. Ross was elected as a Mount Vernon City Councilman, becoming Presi-
dent of the Council in 1969; and
WHEREAS, Predeceased by his wife, Jean Flug Ross, Richard C. Ross is
survived by his three children, Marcia, William and Andrew Ross, son-in-
law, Duncan, two daughters-in-law, Diane and Summer, and three grand-
children, John, Michael and Alice; he died on March 11, 2014, at the age
of 86; and
WHEREAS, In 1978, Murray Weinstein was elected to the New York State
Assembly to represent Brooklyn's 41st District, serving one term from
1979-1980; and
WHEREAS, Murray Weinstein used his community background to effectively
serve his district; he served on the codes, aging, consumer affairs,
energy and mental health committees; following his time in the legisla-
ture, Murray Weinstein went on to continue his successful law practice
and community involvement; and
WHEREAS, Prior to serving the New York State Assembly, Murray Wein-
stein was extremely involved in numerous community organizations,
including founding and serving as President of the local synagogue, and
serving as a member of the local civic association, as well as a former
local community board member and a former elected school board member in
Brooklyn; and
WHEREAS, Every citizen in New York State has most certainly benefited,
in one way or another, from the deep dedication, intelligence and
passion these six members of the New York State Legislature brought to
their work as legislators and public policy-makers; and
WHEREAS, Their legacies will long serve as models of integrity and
devotion to public service; it is with hope that future generations
understand and appreciate the benevolence of these individuals, the
merit of their causes, and the quality of their service to the citizens
of New York State, that we celebrate their noteworthy services; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor the memory of the 2013-2014 deceased members of the New York State
Legislature, in recognition of their distinguished lives and careers in

public service; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to the families of the aforementioned Assembly members.
