LEGISLATIVE RESOLUTION mourning the death of Congressman David O'Brien
Martin, distinguished citizen and devoted member of his community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, It is with great sorrow and deep regret that this Legislative
Body records the passing of Congressman David O'Brien Martin, noting the
significance of his purposeful life and accomplishments; and
WHEREAS, David O'Brien Martin died on Tuesday, November 20, 2012, at
the age of 68; and
WHEREAS, Born in St. Lawrence County, David O'Brien Martin was a grad-
uate of Notre Dame University and Albany Law School; and
WHEREAS, A decorated Marine veteran, David O'Brien Martin honorably
served his country as a member of the United States Marine Corps from
1966-1970; and
WHEREAS, Congressman David O'Brien Martin distinguished himself in his
profession and by his sincere dedication and substantial contribution to
the welfare of his community; and
WHEREAS, In 1973, the year he graduated Albany Law, David O'Brien
Martin was elected to the St. Lawrence County Board of Legislators; and
WHEREAS, Following three years in county government, David O'Brien
Martin rose quickly, serving in the New York State Assembly from 1977-
1980; and
WHEREAS, David O'Brien Martin represented the North Country as a
member of the United States Congress from 1981- 1993; and
WHEREAS, While in Congress, David O'Brien Martin was a member of the
Committee on Armed Services for 10 years, serving as senior Republican
member of the Military Installations Subcommittee and vice chairman of
the Morale, Welfare and Recreational Panel, overseeing military commis-
saries, exchanges and related activities; he also served on the House
Permanent Select Committee on Intelligence; and
WHEREAS, During this time, Congressman David O'Brien Martin was cred-
ited with helping to persuade the United States Army to station the
reactivated 10th Mountain Division at Fort Drum; and
WHEREAS, After Congress, David O'Brien Martin became a professor at
the Naval War College in Newport, Rhode Island, and later an executive
with soft-drink trade groups; he also founded a government affairs,
consulting and marketing firm in 2000; and
WHEREAS, Congressman David O'Brien Martin's commitment to excellence,
and his spirit of humanity, carried over into all fields of enterprise,
including charitable and civic endeavors; and
WHEREAS, David O'Brien Martin was a large supporter of SUNY Canton and
the North Country; he assisted the college in many ways throughout his
career and dedicated much of his life to furthering the development of
Fort Drum, its schools and community; and
WHEREAS, David O'Brien Martin is survived by his first wife, DeeAnn
Hedlund, three daughters, and his second wife Dana McGee; and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Congressman David O'Brien Martin leaves behind a legacy
which will long endure the passage of time and will remain as a comfort-
ing memory to all he served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Congressman David O'Brien Martin, distinguished citi-
zen and devoted member of his community; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Congressman David O'Brien Martin.
