LEGISLATIVE RESOLUTION honoring Brian Fischer upon the occasion of his
retirement after 44 years of distinguished service to the State of New
York

WHEREAS, It is incumbent upon the People of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the safety of the public and the quality of life
therein; and
WHEREAS, This Legislative Body is justly proud to honor Brian Fischer
upon the occasion of his retirement after 44 years of distinguished
service to the State of New York, 37 years of which were in the Depart-
ment of Corrections and Community Supervision; and
WHEREAS, Brian Fischer is originally from Brooklyn and has lived most
of his life in Rockland County with his beloved wife with whom he has
two grown sons; and
WHEREAS, Brian Fischer began his career in 1968 with the New York
State Narcotic and Addiction Control Administration; in 1975, he joined
the Department of Correctional Services and was appointed Superintendent
of Queensboro Correctional Facility in 1991, and then Superintendent of
Sing Sing in 2000; and
WHEREAS, For the past six years, Brian Fischer rendered faithful,
conscientious and valuable service as the Commissioner of the New York
State Department of Corrections and Community Supervision; and
WHEREAS, Brian Fischer has improved public safety by providing incar-
cerated persons with supportive programming in prison and supportive
supervision when they return home to their communities; and
WHEREAS, While acting as the leader of the largest agency in the State
of New York, Brian Fischer has recognized the value of each person,
protecting human dignity while offering respect and structure to the
prisoners and parolees of this state; and
WHEREAS, In his official acts, Brian Fischer was governed by a keen
sense of duty and has always shown a unique grasp of human problems,
earning the admiration, esteem, affection and respect of his colleagues;
and
WHEREAS, Brian Fischer has been recognized nationally as a leader in
the field of corrections, receiving numerous awards and honors including
the Public Service Award from the New York State Bar Association for
Outstanding Contribution in the Field of Corrections, 2011; the Public
Service Award from the Community College Fellowship, City University of
New York, 2009; and the Warden of the Year Award from the North American
Association of Wardens and Superintendents for his work at Sing Sing in
2006; and
WHEREAS, It is the custom of this Legislative Body that when a person
of such noble aims and accomplishments is brought to our attention it is
appropriate to publicly and jubilantly proclaim and commend that indi-
vidual for the edification of others; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Brian Fischer on the occasion of his retirement after 44 years of
devoted and distinguished service to the State of New York, 37 years of
which were served with dedication, innovation and progressive leadership
of the New York State Department of Corrections and Community Super-
vision; and to extend to him the heartfelt best wishes of this Legisla-
tive Body for a future of purposeful success and well-being; and be it
further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Brian Fischer.
