LEGISLATIVE RESOLUTION commending David Hochman upon the occasion of his
retirement as Executive Director of the Business Incubator Association
of New York State

WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the stat-
ure of the State of New York; and
WHEREAS, This Legislative Body is justly proud to commend David Hoch-
man upon the occasion of his retirement as Executive Director of the
Business Incubator Association of New York State; and
WHEREAS, David Hochman was a co-founder of the Business Incubator
Association of New York State in 2005, a grassroots trade association of
incubators and economically-interested public and private entities
created with encouragement by NYSTAR, the New York State Senate, and the
Sloan Foundation; and
WHEREAS, In the past 11 years David Hochman worked to expand the asso-
ciation from an initial membership of 14 to more than 45 as of 2016,
representing more than 75 distinct incubator facilities, virtual
programs, and branded activities in all 10 economic regions of the
state, a significant achievement; and
WHEREAS, The association provides a platform for sharing knowledge,
professional development, and advocacy, and has been a key partner and
trusted advisory for both the executive and legislative branches in New
York State, as public agencies like Empire State Development and NYSERDA
began to offer programs of operating support to incubators managed
according to best-practices, and as the legislature created and passed
laws and programs for economic development and the expansion of entre-
preneurial opportunities for all people in all parts of this state; and
WHEREAS, The association's annual meeting, which rotates around the
state to large and mid-sized metropolitan areas, has become the singular
statewide event where practitioners of innovation and entrepreneurship
meet to talk about incubation and related activities, along with crit-
ical partners from the government, university, and private sectors; and
WHEREAS, David Hochman and the association have been key advocates,
advisors, and trusted providers of data and concepts for the development
of legislation and programs relating to the incubators, hotspots, and
other economic development programs in New York State, many of which
were enacted in the budget of 2013; and
WHEREAS, For the past 11 years, David Hochman rendered faithful,
conscientious and valuable service to the Business Incubator Association
of New York State; and
WHEREAS, In his capacity as Executive Director, David Hochman served
with loyalty, honor and distinction; and
WHEREAS, In his official acts, David Hochman was governed by a keen
sense of duty and always showed a unique grasp of human problems; and
WHEREAS, During his tenure with the Business Incubator Association of
New York State, David Hochman earned the admiration, esteem and
affection of his colleagues; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor David Hochman upon the occasion of his retirement after many years
of distinguished service; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to David Hochman.
