CELEBRATING the life and accomplishments of
retired Lieutenant Colonel Lionel H. Fallows,
meritorious veteran, distinguished citizen and
devoted member of his community
WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Lionel H. Fallows of Amsterdam, New York, died on Monday,
May 15, 2017, at the age of 97; and
WHEREAS, Born on April 30, 1920, Lionel H. Fallows was the son of
the late Thomas and Nellie Carter Fallows; and
WHEREAS, A lifelong resident of Amsterdam, Lionel H. Fallows
graduated from the former Wilbur H. Lynch High School in 1937, before
attending the Millard Academy Preparatory School in Washington, D.C. for
one year; and
WHEREAS, Lionel H. Fallows proudly served his country as a member of
the United States Army in the Asiatic Pacific Theater of Operations and
with the Army of Occupation in Korea during World War II; and
WHEREAS, Upon his return home, Lionel H. Fallows began working at
the Air National Guard Base in Scotia, New York, from 1951 until 1980,
when he retired with the esteemed rank of Lieutenant Colonel; and
WHEREAS, A civic minded individual, Lionel H. Fallows was involved
in many organizations throughout the Capital District for the past 50
years: he was a member of the Greater Amsterdam Board of Education for
16 years, serving as president for three terms; member of the board of
directors of the Amsterdam YMCA and served as board president for two
terms; member of the board of directors of the Schenectady County
Chamber of Commerce; former chairman of the Amsterdam Industrial
Development Agency and treasurer of the Amsterdam Urban Renewal Agency;
member and chairman of the Amsterdam Memorial Hospital and member of the
Board of Trustees of Amsterdam Memorial Hospital; member of the Advisory
Board, Friends of Hospice of Amsterdam; member of the Board of Directors
and past campaign chairman of the Amsterdam United Way; member of the
Amsterdam Rotary Club; member and past officer of various veteran
organizations; and was a member of the BPOE for 53 years; and
WHEREAS, Professionally, Lionel H. Fallows was associated with the
Militia Association of the State of New York, the National Guard
Association of the United States, and the Air Force Association; he was
also vestryman, lay reader and member of St. Ann's Episcopal Church; and
WHEREAS, Lionel H. Fallows' greatest accomplishment in all that he
did was his family; he was devoted to his wife, Joyce, whom he married
on May 7, 1949, and recently celebrated 68 years of marriage; he was
committed to his children and adored his grandchildren and
great-grandchildren; and
WHEREAS, In addition to his wife, Lionel H. Fallows is survived by
his five children, Linda (Gregory), Thomas (Charlene), Diane (Dan),
Deborah (John) and Karen (Rick); 13 grandchildren; five
great-grandchildren; and several nieces, nephews, cousins and friends;
he was predeceased by his son, Alan; and his three siblings, Ellen,
Gerald and Dora; and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Lionel H. Fallows leaves behind a legacy which will long
endure the passage of time and will remain as a comforting memory to all
he served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
celebrate the life and accomplishments of retired Lieutenant Colonel
Lionel H. Fallows, meritorious veteran, distinguished citizen and
devoted member of his community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of retired Lieutenant Colonel Lionel H.
Fallows.
