Assembly Resolution No. 644

of the Assembly rules, in relation to the unlimited
introduction of bills; amending subdivision a of
section 5 of Rule III of the Assembly rules, in
relation to introduction of resolutions; amending
subdivision n of section 6 of Rule IV of the
Assembly rules, in relation to referring bills to
the Committee on Rules; and amending paragraph e of
section 2 of Rule VI of the Assembly rules, in
relation to ascertaining the presence of a quorum

RESOLVED, That subdivision a of section 4 of Rule III of the
Assembly rules is amended to read as follows:

a. The final day for the unlimited introduction of bills, including
those recommended by the state government, local governments, public
authorities and other public corporations and all departments, agencies
and other instrumentalities thereof shall be the [last Tuesday in May
of] Monday of the week four weeks before the scheduled end of the
legislative session as established by the annual legislative calendar in
the second year of the term of the Assembly. After [the last Tuesday in
May of] such date in the second year, no bill shall be introduced except
by the Committee on Rules, by message from the Senate or, with the
consent of the Speaker, by members elected at a special election who
take office on or after the first Tuesday in May.

RESOLVED, That subdivision a of section 5 of Rule III of the
Assembly rules is amended to read as follows:

a. Original resolutions, concurrent or otherwise other than privileged
resolutions may be introduced by a member under the proper order of
business on or before the [last Tuesday in May of] Monday of the week
four weeks before the scheduled end of the legislative session as
established by the annual legislative calendar in the second year of the
term of the Assembly. After [the last Tuesday in May of] such date in
the second year no such resolution shall be introduced except by the
Committee on Rules or by message from the Senate or, with the consent of
the Speaker, by members elected at a special election who take office on
or after the last Tuesday in May. Such resolutions shall be in
quadruplicate and bear the name of the introducer and shall be referred
to a standing committee for consideration and report. No such resolution
may be introduced unless copies thereof first shall have been furnished
to the Speaker, the Majority Leader and the Minority Leader. Before the
House may vote on a resolution, copies of such resolution shall be
placed on each member's desk prior to such vote in written or electronic
format.

RESOLVED, That subdivision n of section 6 of Rule IV of the Assembly
rules is amended to read as follows:

n. On and after the [first legislative day in June] Monday of the week
three weeks before the scheduled end of the legislative session as
established by the annual legislative session calendar, all bills

favorably reported by a standing committee which would otherwise be
placed on the order of second reading shall be referred, in accordance
with paragraph one of subdivision b of section ten of Rule IV, to the
Committee on Rules.

RESOLVED, That subdivision e of section 2 of Rule VI of the Assembly
rules is amended to read as follows:

e. The Acting Clerk of the Assembly shall [call the roll to] ascertain
the presence of a quorum.
