AMENDING section 2 of Rule III of the Assembly, in
relation to introduction

Resolved, That paragraph f of section 2 of Rule III of the Assembly
Rules is amended by adding a new subparagraph 3 to read as follows:

3. Any Assembly bill that does not have Senate sponsorship shall only
be passed once in a biennial legislative session, except that following
bills shall be eligible for passage in the second year of such term:
(i) any such bill that requires a home rule message for passage; (ii)
any such bill at the request of a municipality; or (iii) any such bill
that obtains a Senate sponsor in the second year of such term.
