HONORING Judge Jerome J. Richards upon the
occasion of his retirement after 15 years of
distinguished service to the St. Lawrence County
Court
WHEREAS, It is the sense of this Legislative Body to acknowledge the
significant milestones in the distinguished careers of esteemed
residents of this noble Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Jerome J. Richards upon the occasion of his retirement after 15 years of
distinguished service to the St. Lawrence County Court, effective
February 6, 2020; and
WHEREAS, Jerome J. Richards has humbly served as a St. Lawrence
County Court Judge for 15 years; and
WHEREAS, Before beginning his legal career, Jerome J. Richards
received his Bachelor of Arts degree from Harper College, SUNY
Binghamton in 1979, and his Juris Doctor from Vermont Law School in
1983; and
WHEREAS, Prior to his election to the bench in November 2004, Jerome
J. Richards served as St. Lawrence County Assistant District Attorney
from 1985 to 1991, rising up the ranks to then serve as District
Attorney from 1995 to 2004; and
WHEREAS, A native of Ogdensburg, New York, Judge Jerome J. Richards
leaves after a decade and a half of service to the St. Lawrence County
Court, having overseen numerous impactful cases in his tenure; and
WHEREAS, Far beyond his job description as County Court Judge,
Jerome J. Richards has been active with the Ogdensburg Boys and Girls
Club Board of Directors since 1994, and has held the position of Vice
President of the organization since 1999; and
WHEREAS, It is of the utmost importance to recognize citizens of
this great Empire State who far exceed their roles as public servants
and give back to the communities they serve; Jerome J. Richards in one
such citizen; and
WHEREAS, Furthermore, it is the sense of this Legislative Body that
when individuals of such noble aims and accomplishments are brought to
our attention, they should be celebrated and recognized by all the
citizens of the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Judge Jerome J. Richards upon the occasion of his retirement after
15 years of distinguished service to the St. Lawrence County Court; and
be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Judge Jerome J. Richards.
