HONORING Captain Chuck Kelly upon the occasion of
his retirement after 20 years of distinguished
service to the Utica Police Department

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers and citizens who would devote
themselves to public service, demonstrating great courage and diligence
in providing for the care and welfare of the citizens of their
communities and this great Empire State; and

WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and

WHEREAS, This Legislative Body is justly proud to honor Captain
Chuck Kelly upon the occasion of his retirement after 20 years of
distinguished service to the Utica Police Department; and

WHEREAS, Chuck Kelly joined the Utica Police Department on October
18, 1999, following the footsteps of his father, Master Patrol Officer
Charles "Chuck" Kelly Jr., who proudly served the Utica Police
Department for 41 years; and

WHEREAS, Chuck Kelly has served as the Incident Command of the
Boilermaker Road Race where he coordinated the security and traffic, a
Uniform Patrol Division Commander, and as the Criminal Investigations
Division Commander; and

WHEREAS, In addition, Chuck Kelly has proudly worked as a K-9
handler with his K-9 partner, Avax, and as a Police Academy Instructor;
and

WHEREAS, In 2015, Chuck Kelly was promoted to the esteemed position
of Captain; and

WHEREAS, Captain Chuck Kelly has been the recipient of numerous
awards and accolades including being named Supervisor of the Year; and

WHEREAS, Dedicated to his community, Captain Chuck Kelly has
volunteered much of his time and energies to benefit the athletes of
Special Olympics New York; and

WHEREAS, In 2018, Captain Chuck Kelly was one of seven officers in
the history of the Utica Police Department to graduate from the FBI
National Academy; and

WHEREAS, With him throughout has been his wife, Shannon, who feels
privileged to be a part of his life and rejoices in his achievements;
and

WHEREAS, It is the sense of this Legislative Body that those
dedicated public servants who unselfishly devote their lives to the

preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Captain Chuck Kelly upon the occasion of his retirement after 20
years of distinguished service to the Utica Police Department; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Captain Chuck Kelly.
