COMMENDING Arcellie Marina Muschamp posthumously
upon the occasion of her designation as recipient of
a Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate

WHEREAS, It is the sense of this Legislative Body to recognize and
commend the caring concern and heroic acts of individuals who take
prompt and appropriate action in emergency situations, nobly risking
their own lives in an effort to preserve the life of another; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Arcellie Marina Muschamp posthumously upon the occasion of her
designation as recipient of a Liberty Medal, the highest honor bestowed
upon an individual by the New York State Senate; and

WHEREAS, The New York State Senate Liberty Medal was established by
Resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and

WHEREAS, Arcellie Marina Muschamp, affectionately known as Celi, was
born on August 19, 1969, to Edwardo Muschamp and Brigida Aleman, in
Punta Gorda, Belize; she was raised in Belize City and attended the top
catholic institutions of the town; and

WHEREAS, In 1993, at the age of 24, Arcellie Marina Muschamp moved
to the United States to pursue better opportunities for herself and her
family; as a compassionate and loving person, she started her new life
in America as a professional child care worker, providing care and
nurturing to infants and toddlers; and

WHEREAS, She excelled at her job for over 20 years and impacted the
lives of so many children; she lived in Prospect Heights, Brooklyn, and
was the loving mother of 22-year-old Rhazel and 12-year-old Noah; and

WHEREAS, Arcellie Marina Muschamp is being hailed as a hero after
sacrificing her own life while saving a one-year-old infant who was in
her care; she was struck while pushing the baby stroller across the
intersection of Union Street and Fifth Avenue in Park Slope, Brooklyn;
and

WHEREAS, Several witnesses recounted her fearless act of courage
before being struck by the truck; unfortunately, she succumbed to her
injuries on December 31, 2020, at the age of 51; and

WHEREAS, Arcellie Marina Muschamp, in her spontaneous and heroic
act, so aptly demonstrated her character and compassion for the welfare
of others, personifying, by virtue of her action, the collective concern
of ordinary citizens across the community of New York State who
voluntarily respond without thought of danger to themselves; now,
therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Arcellie Marina Muschamp posthumously upon the occasion of her
designation as recipient of a Liberty Medal, the highest honor bestowed
upon an individual by the New York State Senate; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Arcellie Marina Muschamp.
